From January 1, 2018, passenger cars with 7 to 9 seats must have energy labels.
According to a circular recently issued by the Ministry of Transport, from January 1, 2018, passenger cars with 7 to 9 seats, manufactured or assembled from separate components, completely new or imported and unused, will have to have energy labels.
Specifically, the subjects to which Circular No. 40/2017/TT-BGTVT applies are organizations and individuals involved in the production, assembly, import, and trading of vehicles, inspection, testing of fuel consumption levels, and certification of vehicle energy labeling.
The Circular does not apply to vehicles manufactured, assembled, imported for direct use for defense and security purposes by the Ministry of National Defense and the Ministry of Public Security; temporarily imported and re-exported vehicles; transit vehicles; diplomatic and consular vehicles; single imported vehicles and not for business purposes; vehicles imported under separate regulations of the Prime Minister; vehicles using fuel other than gasoline, diesel, liquefied petroleum gas (LPG), natural gas (NG).

Accordingly, vehicles subject to this circular must be labeled with energy according to regulations before being put on the market.
In particular, manufacturing, assembling and importing facilities are allowed to self-declare fuel consumption levels and affix energy labels if the manufactured and assembled vehicles are of a type that has been granted a certificate of technical safety and environmental protection quality; or the imported vehicles are of a type that has been granted a certificate of technical safety and environmental protection quality before January 1, 2018.
This self-declaration of fuel consumption and energy labeling will be carried out in accordance with the provisions of Clause 2, Article 5 of Joint Circular No. 43/2014.
The specific roadmap for implementing energy labeling is as follows: vehicles manufactured, assembled, and imported from January 1, 2018 must have energy labels. Cases of self-declaration of fuel consumption and energy labeling as prescribed in Clause 1, Article 5 of this Circular shall be implemented until December 31, 2018.
