From October 1, no applications submitted to the Government without electronic files will be accepted.
According toDirectof the Prime Minister, from October 1, 2012, the Government Office will not receive and process documents submitted to the Government or the Prime Minister for work resolution but without attaching electronic files.
Previously, the Government Office issued document no.8665/VPCP-HCNotice of the Prime Minister's opinion on requesting ministries, branches and localities from December 15, 2011 to submit documents to the Government and the Prime Minister requesting to resolve work must attach electronic files.
However, up to now, the sending of electronic files of documents for work settlement by some ministries, branches and localities has not been seriously implemented.
In order to speed up the progress of handling the work of the Government and the Prime Minister, the Prime Minister requests the Ministries, ministerial-level agencies, Government agencies, People's Councils and People's Committees of provinces and centrally-run cities, State-owned economic groups and 91 Corporations to strictly implement the Prime Minister's direction in Official Dispatch No. 8665/VPCP-HC.
In which, paper files for processing, in the simplest case, only include 1 main document (official dispatch/report), in more complicated cases, in addition to the main document, there are also accompanying documents to supplement and explain the content to be submitted.
Electronic files for processing must also have complete documents like paper files. The information is contained in electronic documents, in the form of files. These files can be direct electronic copies that are formed and further processed by corresponding software, or digital copies of paper documents and exploited by popular electronic document processing software, or both.
Electronic files that are incomplete, do not contain sufficient information or do not comply with regulations will be returned for completion and resubmission.
