The Ministry of Finance has just issued Circular No. 40/2017/TT-BTC regulating business trip expenses and conference expenses.

Accordingly, leaders who are allowed to use cars on business trips must follow the Prime Minister's regulations or can voluntarily register for a car usage allowance when on business trips.

For cadres, civil servants and public employees who do not meet the criteria for being allocated a car for work trips but are 10km or more away from the agency headquarters in economically disadvantaged areas and 15km or more in other localities, they will have to use their own personal vehicles but will be paid an amount equivalent to 0.2 liters of gasoline/km.

In addition, accommodation allowance for business travelers is 200,000 VND/day.

Regarding accommodation, Circular 40 stipulates that positions such as Minister, Deputy Minister or leaders with an allowance coefficient of 1.25 or higher are entitled to a fixed allowance of 1 million VND/day/person, regardless of the place of work.

For other civil servants and employees on business trips to first-class urban cities in provinces and centrally-run cities, they are granted a fixed allowance of VND 450,000/day/room.

In case of business trips to other districts, towns, and cities, accommodation allowance is 350,000 VND/day/room. In other places, accommodation allowance is about 300,000 VND/day/room.

In case the business traveler receives payment based on the actual room rental price, there must be a legal invoice approved by the head. Specifically, the Minister and equivalent positions are paid a room rental rate of 2.5 million VND/day/room.

When on business trips to centrally-run cities and first-class urban cities, Deputy Ministers and equivalent positions with a coefficient of 1.25 or higher are paid a room rental rate of VND 1.2 million/day/room.

The remaining subjects will be charged a room rental price of 1 million VND/day/room according to the standard of 2 people/room.

When going on business trips to the remaining regions, Deputy Ministers and positions with coefficients of 1.25 to 1.3 are paid a room rental rate of 1.1 million VND/day/room according to the standard of 1 person/room.

The remaining subjects apply the rate of 700,000 VND/day/room according to the standard of 2 people/room.

For commune-level officials who regularly have to go on business trips (10 days/month), they will be supported with parking and gasoline expenses at the rate of 500,000 VND/person/month.

In particular, Circular 40 also regulates the cost of organizing conferences. For example, remuneration for lecturers, reporters, and people who have reports at the conference is in accordance with the provisions of Circular No. 139. The cost of refreshments during breaks is 20,000 VND/session/delegate.

Meal expenses for delegates who are guests not on the payroll of state agencies are as follows: For meetings in the inner city of a centrally-run city, the expense is 200,000 VND/day/person; for meetings in a provincial city, the expense is 150,000 VND/day/person; for meetings in districts and towns, the expense is 100,000 VND/person/day.
