Deputy Prime Minister Nguyen Xuan Phuc has just commentedDirecton the handling plan for electric motorbikes that have not completed registration procedures. Accordingly, from July 1, 2016 onwards, cases of electric motorbikes circulating on the road without registration will be strictly handled.

The Deputy Prime Minister requested the Ministry of Finance to direct the Customs agency to strengthen inspection and strictly control the import of electric motorbikes by all subjects (commercial import, non-commercial import) at border gates where there are Customs agencies to collect taxes according to regulations.

At the same time, direct tax authorities in localities to strengthen inspections of electric motorbike manufacturing, assembly and trading establishments in the area in complying with regulations on invoice and document regimes in accordance with the provisions of the law on tax and tax management.

The Ministry of National Defense directed the Border Guard force to strengthen coordination with functional agencies to closely inspect, monitor, prevent and promptly detect acts of smuggling electric motorbikes in places without Customs control for strict handling in accordance with the law.

The Ministry of Industry and Trade directed market management agencies to strengthen inspections of the legal origin of electric motorbikes at business establishments in the area; strictly handle cases without invoices and documents as prescribed.

The Deputy Prime Minister assigned the Ministry of Public Security to direct the strengthening of inspection and handling of cases of using electric motorbikes in violation of road traffic laws (not wearing helmets), combined with reminding, propagating and mobilizing people to register electric motorbikes; at the same time, direct the inspection, investigation and strict handling before the law of organizations and individuals who illegally manufacture, trade and import electric motorbikes.

The Ministry of Transport directs the Department of Transport to strengthen control over the registration of electric motorbikes; coordinate with the Ministry of Public Security, the Ministry of Information and Communications and People's Committees of provinces and centrally run cities in disseminating and raising people's awareness in implementing legal regulations on the management and use of electric motorbikes.

The Ministry of Information and Communications coordinates with the Ministry of Education and Training to direct the strengthening of propaganda work to people, students, and pupils to raise awareness of law compliance as well as the necessity of registering electric motorbikes before participating in traffic; to propagate to establishments and households trading electric motorbikes in the form of paying lump-sum tax to strictly comply with regulations on invoices, documents, and tax declarations to the state budget.

The People's Committees of provinces and centrally-run cities direct local authorities to coordinate with the forces of the Public Security, Finance, and Industry and Trade sectors in inspecting and controlling the production and trading of electric motorbikes in the area; step up propaganda work (through local management agencies: communes, wards, residential groups, etc.), and mobilize people to comply with the provisions of the law.
