From August 15, license plates will be issued and managed according to the vehicle owner's identification code.
According to a new circular from the Ministry of Public Security, from August 15, license plates for cars and motorbikes will be issued and managed according to the identification code of the vehicle owner. If the vehicle owner is a Vietnamese citizen, the license plate will be managed according to the personal identification number.

Circular 24 takes effect from August 15.
License plates are issued and managed according to the vehicle owner's identification code.
Circular 24 stipulates that license plates are issued and managed according to the vehicle owner's identification code. Accordingly, an identification license plate is a license plate with a symbol, license plate series, size of letters and numbers, and license plate color.
Specifically, for vehicle owners who are Vietnamese citizens, the license plate is managed according to the personal identification number. For vehicle owners who are foreigners, the license plate is managed according to the foreign identification number established by the electronic identification and authentication system, or the permanent residence card number, temporary residence card number, or other identity card number issued by the competent authority.
For vehicle owners who are organizations, the license plate is managed according to the organization's electronic identification code established by the electronic identification and authentication system; in case there is no organization's electronic identification code, it is managed according to the tax code or establishment decision.
In case the vehicle expires, is damaged or changes ownership, the vehicle owner's identification plate will be revoked by the vehicle registration authority and reissued when the vehicle owner registers another vehicle under his/her ownership.
The identification number is retained for the vehicle owner for a period of 5 years from the date of revocation. After this period, if the vehicle owner has not registered, the identification number will be transferred to the license plate warehouse for registration and issuance to organizations and individuals according to regulations.
In case the vehicle owner changes his/her headquarters or residence from one province or centrally-run city to another, he/she can keep the identification number plate (no need to change the vehicle number plate).
Regulations on registration and license plate issuance for auction-winning vehicles
Procedures for registration and management of auction winning license plates... are also clearly stated in Circular 24.
Organizations and individuals who win the auction for car license plates must register the vehicle, fill out the vehicle registration declaration as prescribed, bring the vehicle to the Traffic Police Department where it is headquartered or resides or the Traffic Police Department where the auctioned license plates are managed to check the vehicle; provide the online vehicle registration file code and submit the vehicle documents as prescribed.
After the vehicle registration officer checks the vehicle's documents and the vehicle is actually valid, the vehicle registration agency will issue a license plate for the auctioned vehicle.
Organizations and individuals who win the auction for car license plates will receive an appointment to receive vehicle registration results and pay vehicle registration fees according to regulations; in case the vehicle owner wants to receive vehicle registration results via public postal service, they must register with the public postal service unit.
In case of transferring vehicle ownership without the license plate of the auction winning vehicle, the vehicle owner submits documents and completes the revocation procedures. The organization or individual receiving the vehicle ownership transfer submits documents and completes the vehicle registration procedures according to regulations.
In case of transferring vehicle ownership with the auction winning license plate: The vehicle owner submits the application and completes the revocation procedure. The vehicle owner does not have to return the auction winning license plate but must submit a copy of the vehicle ownership transfer document and present the original for comparison.
Organizations and individuals receiving vehicle ownership transfer must submit documents and complete vehicle registration procedures according to regulations, and be able to register and keep the license plate of the auction-winning vehicle (the ownership transfer document must clearly state the content of the vehicle ownership transfer along with the auction-winning license plate).
Organizations and individuals who have received the transfer of vehicle ownership and the winning auction license plate are not allowed to continue transferring the vehicle ownership and the winning auction license plate to other organizations and individuals; they are allowed to transfer vehicle ownership according to the provisions of law.
Circular 24 replaces Circular 58/2020/TT-BCA of the Minister of Public Security regulating the process of granting and revoking registration and license plates of road motor vehicles.
For vehicles registered with 5-digit license plates before the effective date of Circular 24 but have not completed the revocation procedure, that license plate number is determined to be the vehicle owner's identification license plate number.
For vehicles registered with 5-digit license plates, if the vehicle owner has completed the revocation procedure before Circular 24 takes effect, the license plate number will be transferred to the license plate warehouse to issue a new license plate according to regulations.
