From 2017, people who own motorbikes without their legal ownership will be fined.
The Traffic Police Department recommends that people who buy, sell, or receive a motorbike should complete the registration transfer procedure before December 31, otherwise they will be fined.

The Traffic Police Department (Ministry of Public Security) has just directed local traffic police to encourage people to complete procedures to transfer ownership of two-wheeled motorbikes, three-wheeled motorbikes, motorbikes (including electric motorbikes), and vehicles transferred to multiple owners without documents or with incomplete documents before December 31. In cases where documents have been received, units must not let them remain pending and must resolve them before January 1, 2017.
From January 1, 2017, according to Article 30 of Decree 46, traffic police will fine individuals from 100,000 to 200,000 VND, and organizations from 200,000 to 400,000 VND who are owners of motorbikes, scooters and similar vehicles that do not complete the registration procedure (transfer the vehicle owner's name in the Vehicle Registration Certificate to their own name). This also applies to "given, gifted, allocated, transferred, inherited assets".
According to Circular 15 of the Ministry of Public Security, when registering a vehicle transfer within the same province, people need to bring the following documents: Vehicle transfer registration declaration with commitment from the person currently using the vehicle, with confirmation of the permanent address of the person currently using the vehicle from the commune-level police where that person is a permanent resident; vehicle registration fee payment documents; vehicle ownership transfer documents of the person whose name is on the vehicle registration certificate and vehicle ownership transfer documents of the last seller; vehicle registration certificate.
In case of loss of vehicle registration certificate, the reason must be clearly stated in the vehicle registration transfer and transfer declaration.
If the person using the vehicle does not have a vehicle ownership transfer document, the registration file includes: Vehicle transfer registration declaration with a commitment from the person using the vehicle, with confirmation of the permanent address of the person using the vehicle from the police at the commune level where that person is a permanent resident; vehicle registration fee payment document; vehicle registration certificate.
In case of loss of vehicle registration certificate, the reason must be clearly stated in the vehicle registration transfer and transfer declaration.
