From June 30, stay at home to pay traffic violation fines nationwide

The Traffic Police Department is completing information data to collect fines for violations through the National Public Service Portal nationwide on June 30.

Minister and Head of the Government Office Mai Tien Dung chaired a working session with ministries, branches, agencies and units last weekend to assess the implementation of online payment for administrative fines in the field of road traffic, declaration, payment of taxes, registration fees and issuance and exchange of driving licenses on the National Public Service Portal.

There are only 5 cases of online fine payment.

Minister Mai Tien Dung said that the Covid-19 pandemic is a big challenge but also an opportunity for digital transformation and e-commerce.

Although it has been in operation for less than 5 months, as of 12:00 on April 28, the National Public Service Portal had 130,856 registered accounts; more than 32.8 million visits to find information and services.

The number of synchronized status records is over 5.6 million, online records made from the Portal are 45,646.

In particular, over the past month, the number of online applications processed on the Portal has increased to nearly 32,000, 3.3 times the number of applications received compared to the previous 3 months (on average, about 1,400 online applications are received and processed each day).

However, Minister Mai Tien Dung said that the rate of payment of administrative fines in the field of road traffic, declaration, payment of taxes, registration fees and issuance and exchange of driving licenses is very low.

According to the report of the Administrative Procedure Control Department (VPCP), in more than 1 month of piloting the online collection of traffic violation fines in Hanoi, Ho Chi Minh City, Hai Phong, Da Nang and Binh Thuan, there were 6,173 visits to the Portal to search for information on penalty decisions to serve online payment.

However, more than 97.2% of searches yield no results, only 2.8% yield results. Therefore, the number of online payments made on the Portal is very low, only 5 cases.

Director of the Department of Administrative Procedure Control Ngo Hai Phan explained that because it only applies to sanction decisions from the department level and above, many people cannot distinguish the sanctioning authority, so they have difficulty in looking up and implementing...

According to the Prime Minister's direction, online fine payment must be implemented nationwide before June 30, but the current implementation progress will be difficult to ensure.

Therefore, the Department of Administrative Procedure Control proposed that the Ministry of Public Security implement online fine collection in 5 pilot localities under the sanctioning authority of all levels before May 15; organize implementation in the remaining localities before June 30.

Fine here and then go 100 km to get signature, when will it be done?

Deputy Minister of Transport Nguyen Ngoc Dong said that the Traffic Inspectorate has issued fines for more than 300 cases, but people still pay them at the Treasury. Therefore, the regulations on the level of fines must be changed, and the responsibility of the person who imposes fines must be attached.

“Now, a fine of 20 million VND must be signed by the Director General, but just violating traffic safety corridors can cost up to 20-30 million VND, which is very inconvenient. This regulation needs to be reviewed. If the branches and inspectors are allowed to impose fines, it will be different, but at that time, the responsibility of the person imposing the fine must be clearly defined,” the Deputy Minister of Transport suggested.

Minister Mai Tien Dung said that the team leader of the control team on the route must have the right and responsibility to impose fines, but if they impose fines here and then travel 100 kilometers to get the signature of the Head of Department, signing only once every few days, when will it be possible?

According to Deputy Director of the Traffic Police Department Do Thanh Binh, the Department has posted 1,903 fine decisions on the National Public Service Portal, but people have only paid directly through the electronic system in 5 cases, and in 441 cases, they have paid directly. The rest have not paid the fine.

As soon as the traffic police issue a penalty decision, the Portal sends a notification message to the violator's phone number, providing instructions and suggesting that they look it up on the Portal. However, the biggest problem at present is due to the institution, related to the Law on Handling of Administrative Violations and the Law on Road Traffic.

According to regulations, a case of making a record requires 5 days for the citizen to explain. After the explanation, if there are no other opinions, a decision will be made. Meanwhile, there are more than 600 acts of temporary revocation of driving licenses, both fines and revocation of driving licenses, the license must be collected, and returned after the expiration date.

The Deputy Director proposed reforming the violation handling process. When traffic police have a record or detect a violation in a case where only a fine is imposed, and have sufficient electronic evidence, they can immediately impose the fine through the National Public Service Portal. To do this, the law must be amended and authority must be assigned with responsibility.

Colonel Binh also said that in the past, the Department has carried out registration procedures for 40,000 vehicles, but only 220 cases have registered to use electronic receipts. The reason is that the payment of registration fees is not done online, and it takes time for banks and treasuries to transfer data to the Traffic Police. In addition, there is no shared electronic declaration between the tax authorities, the treasuries, the traffic police, customs, etc.
