Resignation and dismissal

Currently, Party committees at all levels from the central to grassroots levels are implementing Resolution 4 of the Party Central Committee: "Some urgent issues on Party building today". The Resolution sets out four groups of solutions: Self-criticism and criticism, cadre organization and Party activities, policy mechanisms and political and ideological education. In my opinion, for the resolution to come into life and be effective, Party committees need to combine solutions, especially self-criticism and criticism, with mobilizing cadres and Party members with positions and power, weak leadership and management, and many mistakes and shortcomings in moral qualities to resign, or collectively vote for confidence to remove them from their positions.

In my opinion, for the resolution to come into life and be effective, Party committees need to combine solutions, especially self-criticism and criticism, with mobilizing cadres and Party members with positions and power, weak leadership and management, and many mistakes and shortcomings in moral qualities to resign, or collectively vote for confidence to remove them from their positions.

We all understand that resignation is when a cadre or party member with a position or power, self-examines his or her own leadership and management, commits many mistakes in moral qualities, and is strict with himself or herself and asks to resign from his or her position. As for dismissal, when a cadre or party member with a position or power, leadership and management are weak, have degraded moral qualities and lifestyle, and despite the collective's support, still does not admit mistakes and shortcomings, the party committees need to organize a vote of confidence and dismiss them from their positions. If resignation and dismissal are done well, those with weak leadership and management capacity and degraded moral qualities will be gradually eliminated. At the same time, train and supplement the Party and State with excellent cadres and party members, good leaders and managers, with pure moral qualities, who wholeheartedly serve the Party's ideals and the people's happiness.

In the world, resignations and dismissals of positions in party organizations and state agencies are normal. In Japan, a minister made a careless statement, which was exposed by the press, and he voluntarily resigned. Prime Ministers of Italy, Greece... led countries with economic and social recession, large public debt, increasing unemployment, declining people's lives, and the parliament voted to dismiss them.

In our country, resignation and dismissal of party officials with positions and power have existed for a long time. In 1954, implementing the Party's platform "Land for the peasants", our Party and State carried out land reform, requisitioning, confiscating and repossessing land from the landlord class to distribute to poor peasants... The land reform policy was completely correct, but the leadership and direction of implementation committed many mistakes and shortcomings. The most serious was organizational rectification, many party officials were unjustly punished, some were assigned to the wrong class... Realizing those mistakes and shortcomings, comrade Truong Chinh - General Secretary of the Party at that time submitted his resignation. Comrade Ho Viet Thang - Head of the Committee directly directing land reform, was bureaucratic, lacked supervision and inspection, and allowed subordinates to do many things that were against the Party's guidelines, he was disciplined by being expelled from the Party Central Committee and removed from the position of Head of the Steering Committee for land reform.

In recent years, a number of provincial Party secretaries, provincial People's Committee chairmen and ministers, finding their leadership and management capacity weak, their handling of negative cases in local agencies and units inconclusive, and their own violations of moral qualities and lifestyle, have voluntarily resigned or collectively voted to dismiss them. However, resignations and dismissals in our Party and State are still serious.

Mobilizing cadres and party members with positions, power, weak capacity, and degraded moral qualities and lifestyles to voluntarily resign not only ensures internal harmony and solidarity, but also creates a "culture of resignation" in our Party and State. Voting to dismiss cadres with weak capacity who seriously violate moral qualities and lifestyles, and who are supported by the collective but still deliberately do not accept it, not only ensures Party discipline and State discipline, but also educates and deters incumbent cadres and party members from striving to fulfill their duties.

Our Party members, cadres, soldiers and people believe that if the Party Committee, branches and levels carry out self-criticism and criticism well, combined with mobilizing cadres and Party members with positions, power, weak capacity, and degraded moral qualities to resign or vote to dismiss them from their positions, Resolution 4 of the Party will be a great success. Our Party will be truly clean and strong, leading our people to build a Vietnam with a rich people, a strong country, and a fair, democratic and civilized society.
