Chau Hoan is a remote commune of Quy Chau district, with a total natural area of 7,650 hectares. With 454 households/2,300 people, 100% of the population is Thai ethnic group. The educational level is low, economic, cultural and social life faces many difficulties. The number of poor households accounts for 50.6%. Since 2009, the commune has received support from the Provincial Police to develop breeding cows. That support has brought practical results to the poor households of the commune. Through the project, poor farming households have had the opportunity to access advanced breeding methods, thereby changing their awareness, creating a basis for long-term investment and development of breeding.
Ms. Luong Thi Xuyet's family (Na Xa village, Chau Hoan commune) after 3 years had 2 more calves.
The family of Ms. Luong Thi Xuyet (Na Xa village, Chau Hoan commune) is in a very difficult situation, the daily life of 5 mouths to feed only depends on a few fields, not enough to eat every day, let alone money to buy a cow. In 2009, through the evaluation process, based on the criteria, Ms. Xuyet's family was supported with 1 cow. Thanks to training in care, raising, and disease prevention, after 3 years, her family's cow not only grew quickly but also gave birth to 2 calves.
Like Ms. Xuyet's family, Mr. Luong Van Thuy's family (in Na Xa village, Chau Hoan commune) was also supported with a cow in 2009. At that time, his family was in a very difficult situation because all his children were grown up and married, but he had no job, and he was only busy with a few fields. Therefore, after receiving the cow, his children had more work to do. Up to now, the cow has given birth to 1 calf...
The project to support cows for reproduction of the Provincial Police deployed in Chau Hoan commune is part of the plan to implement Decision No. 2970/QD-UBND of the province, dated June 25, 2009, on assigning provincial departments, branches, and organizations to help disadvantaged communes in ethnic minority areas in the province.
To date, the project has been implemented in 48 poor farming households in the commune. The households were supported based on the survey and evaluation process of the commune, in the spirit of open democracy with the full participation of organizations, departments and the people in the commune. Each household was supported with 1 cow, worth nearly 7 million VND.
It is worth mentioning that all poor households that receive cow support do not have to return the cows but only invest in caring for them and making a profit. Before handing over, district and commune officials also guided households in building barns to ensure hygienic farming. At the same time, households signed a commitment not to slaughter, not to let the cows roam freely and to vaccinate against diseases. Therefore, after more than 2 years of implementing the model, the cows have grown and developed well, with a survival rate of over 80%.
Mr. Lu Van Duc - Chairman of Chau Hoan Commune People's Committee said: Currently, out of 48 cows provided in 3 batches, 18 have given birth with a total of 23 cows, many others are in the pregnancy period. From the initial effectiveness, many households are now determined to expand the model of breeding cows for long-term economic development.
To have the capital to implement the project, up to now, the Provincial Police have taken over 300 million VND in contributions from officers, soldiers and the amount of money to make records of traffic safety violators. The initial results achieved will be the basis for the Provincial Police leaders to continue directing and implementing solutions according to the approved poverty reduction project.
