In July 1928, after a long and difficult journey, Nguyen Ai Quoc chose Thailand as his destination because it was quite close to the homeland and had many Vietnamese people living and working there. The Vietnamese people living abroad lived together in a small hamlet in the Northeast of Thailand. Before that, he had sent comrades Ho Tung Mau and Dang Thuc Hua here to build a revolutionary base.

Working in Thailand, Nguyen Ai Quoc integrated himself into the lives and work of overseas Vietnamese, helping them review the historical traditions of building and defending the country, and arousing national pride. The people often called him by the intimate name "Thau Chin". Here, Nguyen Ai Quoc also opened short-term training classes for members of the Vietnam Revolutionary Youth Association and translated some documents to propagate the revolutionary line. He also opened many classes to teach the national language, encouraging people to promote solidarity and friendship, and eliminate social evils.

At this time, in the country, communist organizations were born one after another. They were the Indochinese Communist Party in the North (June 17, 1929), the Annamese Communist Party in the South (August 1929) and the Indochinese Communist Federation (September 1929) in the Central region. The birth and operation of communist organizations demonstrated the growth of the revolutionary movement but also revealed limitations. That was the situation of fighting for party members, the masses and ostracizing each other, causing disunity. In that situation, as a representative of the Communist International, Nguyen Ai Quoc went from Thailand to Hong Kong to hold a conference to unify communist organizations in Vietnam. From January 6 to February 7, 1930, the unification conference took place with the participation of delegates from the Indochinese Communist Party and the Annamese Communist Party, but the Indochinese Communist Federation did not send anyone in time (later wrote an application to join the Communist Party of Vietnam). The conference unanimously agreed to remove prejudices, approve unification; name the Party the Communist Party of Vietnam; approve the brief platform, brief strategy... drafted by Nguyen Ai Quoc, which is considered the first political platform of the Party. The provisional Central Executive Committee of the Party was established with 7 members. Later, the 3rd National Congress of the Party (September 1960) decided to take February 3 every year as the Party's founding anniversary.

The unification conference was as valuable as a Party founding congress, through which Nguyen Ai Quoc's prestige, talent and political sensitivity were clearly seen. The birth of the Communist Party of Vietnam was a historic turning point in the Vietnamese Revolution. The birth of the Party established the leadership role of the working class, ending the crisis in leadership and revolutionary line. The birth of the Communist Party of Vietnam was the product of the smooth combination of three factors: Marxism-Leninism, the workers' movement and the patriotic movement.
