From January 1, 2015, fines for cars not in the owner's name

Regulations in the Decree on penalties for road and railway traffic violations have just been issued by the Government.

The Government has just issued Decree 171/2013 to replace Decree 34 and Decree 71 on penalties for road and railway traffic violations.

Accordingly, the fine for driving a car at a speed exceeding 35km/h or going in the wrong direction on the highway, driving a car with a blood or breath alcohol concentration exceeding 50-80 milligrams/100 milliliters of blood or exceeding 0.25 to 0.4 milligrams/1 liter of breath will be reduced from 8-10 million VND to 7-8 million VND.

The Decree also stipulates that drivers of cars with drugs in their system will have their driving licenses revoked for 24 months (if they have one), or be fined from 8-10 million VND (if they do not have a driving license or have one but it is being revoked). Motorbike and electric motorbike drivers with drugs in their system will be fined from 2-3 million VND.

For drivers of passenger transport vehicles that do not install a journey monitoring device, or install one but it does not work, the Decree reduces the fine from 2-3 million VND to 1-2 million VND.

In particular, according to the newly issued Government Decree, there will be no penalty for not transferring ownership of a car when purchased, gifted, inherited... (non-owner car) in 2014.

Accordingly, from January 1, 2015, fines of 1 - 2 million VND will be imposed on individuals, 2 - 4 million VND on organizations that own cars that do not transfer ownership when buying, receiving as gifts, or inheriting... From January 1, 2017, fines will be imposed on non-ownership of motorbikes and scooters (from 100,000 - 200,000 VND for individuals, 200,000 - 400,000 VND for organizations)./.
