From October 1st, international driving licenses will be issued nationwide.

The Vietnam Road Administration has just sent a document to the Department of Transport of provinces and cities regarding preparations for exchanging international driving licenses nationwide from October 1 when Circular 29/TT-BGTVT of the Ministry of Transport takes effect.

Mr. Nguyen Van Quyen, Deputy Director General of the Vietnam Road Administration, said that according to the provisions of the 1968 Convention on Road Traffic that Vietnam has joined, the Ministry of Transport issued Circular No. 29/TT-BGTVT dated July 6, 2015 regulating the issuance and use of international driving licenses, effective from October 1.

Currently, the Vietnam Road Administration is preparing a project, designing construction and bidding documents for the equipment supply package, building and deploying a software system for managing and using international driving licenses to organize training and transfer to the Departments of Transport.

To ensure the progress of the implementation of the system for managing the issuance and use of international driving licenses nationwide, the Vietnam Road Administration recommends that the Departments of Transport select staff with knowledge of information technology or similar majors to attend training courses and transfer the international driving license management software system so that they can organize, deploy, operate and manage it themselves at the Department of Transport.

Departments of Transport need to study the process of issuing and managing international driving licenses according to the provisions of Circular No. 29 to apply in practice such as receiving applications for international driving licenses, processing and updating information of people who need to change international driving licenses, taking portrait photos and collecting electronic signatures...

In addition, to ensure the operation, storage and exploitation of the local driver's license management information system, the Vietnam Road Administration also requires the Department of Transport of localities to review and re-evaluate the current equipment system, have investment plans, and upgrade equipment such as servers, workstations, transmission lines, printers, and project implementation funding./.
