The Ministry of Education and Training stipulates that the textbook selection council of an educational institution is established by the Principal of the educational institution or Director of the continuing education center, Director of the vocational education - continuing education center, or head of the educational institution. The regulations on recognition of junior high school graduation issued in Circular 31/2023/TT-BGDĐT take effect from February 15. Accordingly, the conditions for junior high school graduation have many new points such as:
Secondary school students who miss more than 45 classes can still graduate (currently, to graduate from secondary school, students cannot miss more than 45 classes in grade 9); Secondary school graduation classification is abolished, and secondary school graduation exams are organized twice a year.
The first graduation recognition review is conducted immediately after the end of the school year. The second graduation recognition review (if any) is conducted before the start of the new school year (current regulations are that educational institutions implementing the General Education Program at the lower secondary level are only allowed to consider graduation once a year). This regulation applies from the 2024-2025 school year.
According toCircular 28/2023/TT-BGDĐT of the Ministry of Education and Training, from February 12, training institutions will implement distance training programs for majors that have decided to open training majors and have enrolled at least 3 consecutive courses in the regular form.

Regarding distance learning programs and study time, Article 3 of the Regulations stipulates that for inter-university students who have been exempted from accumulated credits, the maximum time for students to complete the course is determined based on the time according to the standard study plan for the entire course, reduced correspondingly to the exempted credits.
Distance learning programs must be made public to learners before enrollment and at the start of the course; changes and adjustments related to the training program must be made in accordance with current regulations and announced before application, without causing adverse impacts on learners.
