From August 2011, apply new master training program

The Ministry of Education and Training has just issued the Master's degree training regulations, effective from April 15, 2011; replacing the Master's degree training regulations issued in 2008 and Circular No. 08/2009/TT-BGDDT of the Minister of Education and Training on amending and supplementing a number of articles of the Master's degree training regulations issued together with Decision No. 45/2008/QD-BGDDT dated August 5, 2008.

Accordingly, the entrance exam for master's degree training is held 1 to 2 times/year. The entrance exam subjects include: foreign language, basic subjects, basic subjects of the training industry or major.

Candidates applying for master's degree training in foreign languages ​​must take a second foreign language exam. The second foreign language is decided by the head of the training institution.

To be eligible to take the entrance exam for master's degree training, candidates must meet the standards of diploma, professional experience, health and must submit a complete application on time according to the regulations of the training institution.

Specifically, candidates must graduate from university in the correct major or in a field that is suitable for the major or major they are applying for. Particularly for foreign languages, if candidates register for a foreign language major that is consistent with their university degree in the form of continuing education, they must have a regular university degree in another foreign language major. Those who have a university degree in a major close to the major they are applying for must take additional courses before taking the exam.

Regarding professional seniority, depending on the requirements of each industry and training major, the head of the training institution shall specify the professional seniority for each industry or training major of his/her institution.

Candidates for the master's degree entrance exam will be given priority to add one point to their exam results (on a 10-point scale) for the basic subject if they belong to one of the following categories: having worked for two consecutive years or more (as of the date of application) in communes in areas with particularly difficult socio-economic conditions in mountainous, highland, remote and island areas; War invalids and sick soldiers who have certificates of eligibility for policies like war invalids; Children of martyrs; Armed Forces Heroes, Labor Heroes, people with meritorious services to the revolution; Ethnic minorities in areas with particularly difficult socio-economic conditions; Children of Agent Orange victims. People belonging to many priority categories are only eligible for the priority of one category.

Candidates must submit their application to the training institution at least 30 days before the first exam date. The training institution shall make a list of candidates, a list of photos, make exam cards, and send exam notices to candidates at least 15 days before the first exam date.

The time for the basic and fundamental exams in essay form is 180 minutes, and in multiple choice form is 90 minutes. The time for the foreign language exam is in accordance with the exam format prescribed by the head of the training institution.

The entrance exam for master's degree training is held continuously on the days. The specific exam schedule for each subject is decided by the Chairman of the Admissions Council.

Regulations on admission, candidates must achieve a score of 5 or higher on a 10-point scale in basic and fundamental exams. Foreign language must meet the requirements set by the Head of the training institution. Based on the quotas determined for each major and training major of the training institution and the total score of each exam subject (except foreign language) of each candidate, the Head of the training institution determines the number of admitted candidates.

In case there are many candidates with the same total score in the exams, the higher score of the basic subject will be considered, then the basic subject and finally the foreign language subject to determine the successful candidate.

The Ministry of Education and Training stipulates that for courses enrolling from the September 2010 exam and before, the training program and training form specified in Decision 45/2008/QD-BGD&DT on promulgating the Regulations on postgraduate training will be applied.

For students enrolled from the August 2011 exam onwards, the training program specified in this Circular shall apply. For students enrolled in 2011 and 2012, depending on conditions, training institutions may apply the credit-based or year-based training system.

From 2013, master's training institutions shall apply the training form prescribed in this circular. Before August 30, 2011, the Head of the training institution must complete the development of the new master's training program. At the same time, the organization of the Board (Faculty, Department or school-level unit in charge) after university must be completed and technical means and facilities must be prepared to ensure the organization of quality master's training at the training institution.
