According to Major General Le Van Cuong, taking a vote of confidence for those holding positions elected or approved by the National Assembly is very necessary. Reality has proven that the time when we do not take a vote of confidence is the time when officials are most corrupt.
If we do not conduct a vote of confidence, the people have lost their right to supervision. The people give power to the National Assembly, but we do not fully exercise our right to supervision, so a series of corruption cases have occurred; many ministers have committed violations, such as Minister of Industry and Trade Vu Huy Hoang, Minister of Information and Communications Nguyen Bac Son...
The National Assembly’s vote of confidence for 48 positions this time is a step forward in exercising people’s power through the National Assembly, ensuring that people’s rights will be fully exercised. The vote of confidence is both an activity demonstrating the National Assembly’s supervisory role and consolidating and best implementing the Party’s leadership role with the State.
The assessment of the level of trust for 48 positions will be the basis for reviewing and evaluating cadres. This is also an opportunity for those holding positions to review their work process, reminding them of their sense of responsibility for the assigned responsibilities.

As a citizen, I hope the National Assembly will publicly inform the 95 million Vietnamese people of the results of this vote of confidence. Because publicity and transparency are the most important things for public authorities in the process of exercising their power.
For those with low confidence votes, the National Assembly must set a deadline for them to improve their qualifications and abilities to match their tasks. Along with that, the Central Organizing Committee, the Central Inspection Committee, and the Central Internal Affairs Committee must set requirements and deter them from correcting and overcoming their mistakes.
At this session, 48 people were voted on for confidence, including: Vice President; Chairman of the National Assembly, Vice Chairman of the National Assembly; Member of the National Assembly Standing Committee, Chairman of the Nationalities Council, Chairman of the National Assembly Committee; Prime Minister, Deputy Prime Minister, Ministers, other members of the Government; Chief Justice of the Supreme People's Court, Chief Prosecutor of the Supreme People's Procuracy, State Auditor General.
The National Assembly takes a vote of confidence by secret ballot. The ballot clearly states the full names and positions of those who are being voted on, and three levels: “high confidence”, “confidence”, and “low confidence”.
If more than half of the total number of delegates rate the person subject to the vote of confidence as “low confidence”, he/she may resign. If two-thirds or more of the total number of delegates rate the person subject to the vote of confidence as “low confidence”, the Standing Committee shall submit to the competent authority to initiate the vote of confidence process.
