Tuong Duong: More efforts in publishing and using party newspapers
In Tuong Duong, the units that do well in purchasing and using party newspapers are mostly communes located near the center, with high education levels and high information needs, or party cells directly under the District Party Committee, and large party committees located in the district center. However, the communes are all far from the town center, the terrain is fragmented, and transportation is extremely difficult, so the number of communes and towns that receive party newspapers during the day can be counted on the fingers of one hand.

Many communes are located about 100km from the town center, and have to travel by road, river, and then walk for days, so the newspapers reach the government and people very late. In fact, the purchase and use of party newspapers in remote communes is not really of interest to the party committee and the commune government. For example, in Nga My commune, the whole commune has 14 party cells, of which 9 party cells are provided with newspapers, 2 party cells subscribe to newspapers but not regularly, the remaining 3 party cells (including the party cell of the Nga My commune People's Committee) have not subscribed to party newspapers for a long time.
Mr. Vi Van Dau - Chairman of Nga My Commune People's Committee said: "Nga My is 70km from Hoa Binh town, so it is difficult to distribute newspapers to party cells during the day. Twice a week, postmen bring letters, papers, documents and newspapers to party cells, so people here rarely get early access to current news". When asked why the kindergarten party cell, the commune health station party cell and even the Nga My Commune People's Committee party cell have not bought and used party newspapers for a long time, Mr. Dau replied: "Although the District Party Committee and the Propaganda Department of Tuong Duong District Party Committee have issued an official dispatch urging, the Commune Party Committee has received and disseminated it to party cells, but up to now, no party cell has registered to buy".
Tuong Duong currently has 46 grassroots party organizations, over 300 party cells with more than 3,800 party members. However, according to the latest statistics of the Propaganda Department of the Tuong Duong District Party Committee, out of 242 party cells in the rural sector, education and health sector, only 37 party cells have ordered party newspapers, 153 party cells have been provided with them, and the remaining 60 party cells currently do not have party newspapers. This is an alarming number and this situation has existed for a long time. Party cells that do not do a good job of purchasing and using party newspapers are mostly in the party cell block of schools, commune health stations, and rural party cells in remote areas...
Explaining this, Mr. Kha Van Diem - Head of the Propaganda Department of Tuong Duong District Party Committee said: "Commune health branches are directly under the District Health Center. Because the health stations do not have funds while the District Health Center has not registered to purchase, they have to accept the situation of "empty" party newspapers in these branches. This is also a common situation in branches under the education sector. As for rural branches in remote areas, in reality, they pay little attention to press information, so the commune party committee still takes lightly the work of purchasing and using party newspapers (?)".
Furthermore, due to the complex terrain and remote roads, there are communes such as Huu Khuong, Nhon Mai, Mai Son... which are over 100km from the town center, so postmen have a lot of difficulty in delivering letters and parcels, so there is still a phenomenon of combining many days and then delivering them at once. Therefore, after publication, it takes until the 3rd day for the newspaper to reach the party cells, so its use is not really effective, and readers are not very interested in the "old" newspapers. A sad reality is that many party cells and agencies of communes such as Nhon Mai, Yen Na, Yen Tinh, Luu Kien... have not been "covered" by the party newspaper.
Faced with the above situation, the District Party Committee and the Propaganda Department of the Tuong Duong District Party Committee have repeatedly sent official dispatches reminding Party cells to register to buy and use Party newspapers, including them in the criteria for annual classification of Party grassroots organizations. In early 2012, the Tuong Duong District Party Committee directly worked with the Party newspaper distribution department, urging the district post office to improve the quality of service to readers, but the situation has not changed much. Therefore, the District Party Committee and the Propaganda Department need to make more efforts in distributing and using Party newspapers, so that Party newspapers can reach Party grassroots organizations, Party cells, cadres, Party members and the masses, contributing to bringing the Party's guidelines and policies and the State's policies and laws into life.
