Tuong Duong: Further efforts needed in the distribution and use of the Party newspaper.
In Tuong Duong, the units that effectively purchase and use Party newspapers are mostly those communes located near the town center, with a high level of education and a great need for information, or Party branches directly under the District Party Committee, and large Party committees located in the district center. However, these communes are all far from the town center, with fragmented terrain and extremely difficult transportation, so the number of communes and towns that receive Party newspapers daily can be counted on the fingers of one hand.

Many communes are located more than 100km from the town center, requiring travel by road, river, and then days of walking, so the newspapers reach the authorities and people very late. In reality, the purchase and use of Party newspapers in remote communes are not given much attention by the commune Party committees and authorities. For example, in Nga My commune, out of 14 Party branches, 9 receive newspapers, 2 subscribe but not regularly, and the remaining 3 (including the Nga My Commune People's Committee branch) have not subscribed to Party newspapers for a long time.
Mr. Vi Van Dau, Chairman of the Nga My Commune People's Committee, said: "Nga My is 70km from Hoa Binh town, so distributing newspapers to the Party branches is difficult to do on the same day. Postal workers only bring letters, documents, official papers, and newspapers to the Party branches twice a week, so they rarely get up-to-date on current events." When asked why the Party branch at the kindergarten, the commune health station, and even the Nga My Commune People's Committee office haven't purchased and used the Party newspaper for a long time, Mr. Dau replied: "Although the District Party Committee and the Propaganda Department of Tuong Duong District Party Committee have issued directives urging us to do so, and the Commune Party Committee has received and disseminated the information to the Party branches, no branch has registered to purchase it yet."
Tuong Duong currently has 46 grassroots Party organizations, over 300 Party branches with more than 3,800 Party members. However, according to the latest statistics from the Propaganda Department of the Tuong Duong District Party Committee, out of 242 Party branches in rural areas, education, and health sectors, only 37 branches subscribe to the Party newspaper, 153 branches receive it, and the remaining 60 branches do not have the Party newspaper. This is an alarming figure, and this situation has existed for a long time. The Party branches that do not effectively purchase and use the Party newspaper are mostly those in schools, commune health stations, and remote rural areas.
Explaining this, Mr. Kha Van Diem - Head of the Propaganda Department of Tuong Duong District Party Committee said: “The commune health branches are under the direct control of the District Health Center. Because the health stations lack funding and the District Health Center has not yet registered to subscribe, they have to accept the situation of not having access to Party newspapers in these branches. This is also a common situation in Party branches belonging to the education sector. As for rural Party branches in remote areas, in reality, they pay little attention to press information, so the commune Party committees still underestimate the work of purchasing and using Party newspapers (?).”
Furthermore, due to the complex terrain and remote locations, some communes like Huu Khuong, Nhon Mai, and Mai Son are over 100km from the town center, making it very difficult for postal workers to deliver letters and parcels. This often results in the practice of combining mail over several days and delivering it all at once. Therefore, newspapers only reach the branches on the third day after publication, making their use inefficient, and readers are not very enthusiastic about these "old" newspapers. Sadly, many Party branches in communes like Nhon Mai, Yen Na, Yen Tinh, and Luu Kien still lack access to the Party newspaper.
In response to this situation, the Tuong Duong District Party Committee and its Propaganda Department have repeatedly sent official letters reminding Party branches to register to purchase and use Party newspapers, including this as a criterion for ranking grassroots Party organizations annually. In early 2012, the Tuong Duong District Party Committee directly worked with the Party newspaper distribution department, urging the district post office to improve the quality of service to readers, but the situation did not improve significantly. Therefore, the District Party Committee and its Propaganda Department need to make greater efforts in distributing and using Party newspapers, so that Party newspapers reach grassroots Party organizations, Party branches, cadres, Party members, and the general public, contributing to bringing the Party's guidelines and policies, and the State's laws and regulations into practice.
