Major General Phan Khac Hai, former Editor-in-Chief of the People's Army Newspaper and former Deputy Minister of Culture and Information, when discussing the case of former intelligence general Phan Huu Tuan being prosecuted in relation to Phan Van Anh Vu (aka Vu "aluminum"), said that Mr. Tuan being prosecuted for the crime of "Intentionally revealing state secrets" is unacceptable.

“At first, the case of Vu “nhom” was charged with “revealing state secrets” and not an economic issue. I myself was very curious. Vu “nhom” is an economist, why did he reveal state secrets? Gradually, public opinion understood better, especially on April 17, when the Intelligence Department of the Ministry of Public Security was “touched” by the temporary detention of former General Phan Huu Tuan, former Deputy Director of the General Intelligence Department of the Ministry of Public Security, then public opinion found a clearer answer,” said Major General Phan Khac Hai.
The former Editor-in-Chief of the People's Army Newspaper said that the Public Security is the main force against corruption, responsible to the Party for bringing many corruption cases to light, but many leaders of the sector have been prosecuted and detained, which is truly sad. But that reality also shows that the Ministry of Public Security, under the leadership of the Party, is gradually cleaning itself up to regain the people's trust.

According to Major General Phan Khac Hai, it has been more than 3 months since Vu “nhom” was arrested before any related people were prosecuted or temporarily detained. This confirms that the authorities have been very cautious and determined. From handling a case that originated from shady economic activities, the authorities are gradually clarifying other motives.
Major General Phan Khac Hai emphasized: "Not fighting negativity and corruption will greatly affect the purity and strength of the Party, affect the people's trust in the Party and the survival of the regime."
Observing the Party's anti-corruption campaign since the 12th Congress, Mr. Phan Khac Hai affirmed: There is clearly progress. That is the rectification and purification of the Party from the highest level down. Mr. Hai compared: "The anti-corruption campaign in previous years was only demonstrated through Resolutions, not really entering a direct struggle. Folklore still says: "Resolution twelve, from the shoulders down" (Resolution No. 12-NQ/TW - 4th Conference of the 11th Party Central Committee "Some urgent issues on Party building at present".
According to Mr. Phan Khac Hai, at that time, the Party had begun to purge corrupt figures “from the shoulders down” and there had been no cases that had been prosecuted to higher levels. Public opinion at that time questioned that “it seemed that there were still forbidden areas in the fight against corruption. There were high-ranking officials who showed negative and corrupt behavior but the Central Government had not yet dealt with them, causing the fight against corruption at that time to not meet the people’s aspirations.
However, in recent years, Major General Phan Khac Hai commented: “The issue of anti-corruption has truly become a fierce, direct struggle and there are no longer any “forbidden zones”. The Party fights corruption with the mindset of purifying the Party, of strengthening the Party, not with personal grudges. The determination of General Secretary Nguyen Phu Trong, Head of the Central Steering Committee on Anti-Corruption, has been transmitted to all cadres and Party members with the spirit of “fighting corruption, whoever is discouraged should stand aside and let others do it”. The timely exposure of negative cases and individuals, including those in the Politburo, has truly aroused the spirit of anti-corruption among Party members and among the people. People have seen that today’s struggle no longer has any “forbidden zones”. Anyone, if guilty, must be dealt with according to the law”.
