Vietnam - Hungary Joint Statement

During the State visit to Hungary by President Truong Tan Sang at the invitation of Hungarian President Ader Janos from September 15-17, the two sides issued the Vietnam-Hungary Joint Statement.

At the invitation of Hungarian President Ader Janos, President of the Socialist Republic of Vietnam Truong Tan Sang paid a State visit to Hungary from September 15-17.

During the visit, President Truong Tan Sang held talks with President Ader Janos; met with Prime Minister Viktor Orban and Speaker of the National Assembly Lászlo Kover; visited several agricultural and pharmaceutical facilities in Hungary and met with representatives of the Vietnamese community in Hungary.

The talks between the two leaders took place in a cordial, friendly and understanding atmosphere. The two leaders informed each other about the situation in each country, discussed bilateral relations, regional and international issues of mutual concern. The two leaders acknowledged the good development of the traditional friendship and multifaceted cooperation between the two countries over the past 60 years, and agreed on the need to continue to expand and deepen this relationship.

Hungarian President Ader Janos affirmed that Vietnam is one of Hungary's most important partners among ASEAN countries, highly appreciating Vietnam's growing role in the region and the world thanks to its outstanding economic growth and active and proactive foreign policy on the multilateral level. The Hungarian President also hopes that Vietnam, in its role as coordinator of the ASEAN-EU dialogue, will support and act as a bridge for Hungary to strengthen its relations with ASEAN and its member countries.

President Truong Tan Sang highly appreciated Hungary's initiative as the rotating Chair of the Visegrad Group (V4) to coordinate V4 policies with ASEAN member countries, including Vietnam; promote relations and create conditions to enhance cooperation between the two groups of countries in many fields.

President Truong Tan Sang thanked Hungary for ratifying the Vietnam-EU Framework Agreement on Comprehensive Partnership and Cooperation (PCA) and hoped Hungary would continue to support and promote the early conclusion of negotiations on the Vietnam-EU Free Trade Agreement (FTA).

The two sides affirmed their commitment to enhancing experience exchange, policy coordination and closer cooperation at regional and international forums on regional and global issues related to traditional and non-traditional security. They shared the view that all disputes between countries must be resolved by peaceful means in accordance with international law and practices.

The two leaders expressed their satisfaction with the results achieved in economic-trade-investment cooperation in recent times. Both sides agreed that it is necessary to continue promoting cooperation to effectively exploit the potential and strengths of each country. The two leaders emphasized the importance of the Vietnam-Hungary Joint Committee on Economic Cooperation; considering it an important cooperation mechanism between the two countries to promote economic-trade, science-technology, education-training relations.

President Truong Tan Sang thanked Hungary for continuing to include Vietnam in the list of priority countries receiving official development assistance (ODA) from the Hungarian Government. The two sides agreed to promote the early implementation and effective implementation of all Vietnam-Hungary ODA cooperation projects. Vietnam asked Hungary to consider expanding ODA provision for a number of projects in areas that Vietnam urgently needs such as the environment, public health and other important areas.

During the visit, the two leaders witnessed the signing of the “Agreement on Extradition of Criminals between the Socialist Republic of Vietnam and Hungary” and the “Agreement on Transfer of Sentenced Prisoners between the Socialist Republic of Vietnam and Hungary,” creating a legal basis to promote close and effective cooperation between the two countries in this important field.

Hungary and Vietnam recognize the importance of water and sanitation in sustainable development and are committed to establishing water-related Sustainable Development Goals; and are committed to close cooperation in multilateral forums, especially ASEM, to actively promote the development of a common international policy on sustainable water management. To achieve this goal, Hungary will host the Budapest Water Summit (BWS) in October 2013 and Vietnam will send a representative to attend.

The two sides wish to promote cooperation in the field of agriculture, especially in water resource management, clean water supply and wastewater treatment on the basis of the "Agreement on cooperation in the field of water management" between the two governments signed during the visit.

The two sides agreed to strengthen bilateral cooperation in the field of energy, especially nuclear energy for peaceful purposes. The two leaders welcomed the signing of the “Agreement on cooperation in training, research, regulation and technology in the use of atomic energy for peaceful purposes” during the visit.

The two leaders highly appreciated the Hungarian Government's new scholarship program (Stipendium Hungaricum), under which 40 additional scholarships will soon be granted to Vietnamese students to study at Hungarian universities, mainly in the fields of medicine, pharmacy, agriculture, engineering and mechanical engineering.

The two leaders welcomed the signing of the new phase of the Cultural Cooperation Plan and the Memorandum of Understanding on cooperation in the field of physical training and sports by the Vietnamese Ministry of Culture, Sports and Tourism and the Hungarian Ministry of Human Resources Development; and the joint organization of the Vietnamese Ceramic Exhibition in Hungary on this occasion. The two leaders also highly appreciated the signing of the Cooperation Agreement between the Vietnamese Ministry of Health and the Hungarian Ministry of Human Resources.

The two sides agreed that cooperation in the fields of nuclear energy, water management, health, education and agriculture will be new focuses in bilateral economic relations in the coming time.

The two sides agreed that the Vietnamese community in Hungary as well as the Hungarian-speaking Vietnamese in Vietnam are important factors in strengthening the friendly relations between the two peoples of Vietnam and Hungary, making a positive contribution to the development of economic and trade cooperation between the two countries. The two sides affirmed to continue to pay attention to creating favorable conditions for the Vietnamese community living in Hungary as well as Hungarians living in Vietnam so that they can be effective bridges for the relations between the two countries.

President Truong Tan Sang sincerely thanked President Ader Janos and the Hungarian people for their warm welcome to the Vietnamese delegation and respectfully invited President Ader Janos to visit Vietnam at a convenient time. President Ader Janos thanked him and happily accepted the invitation, with the specific time to be arranged through diplomatic channels.
