Deputy Minister of Education and Training Bui Van Ga said: “Learning from the shortcomings in the recent admissions, some regulations will have to be adjusted to make the admissions process smoother and safer. The Ministry’s direction is to increase the autonomy of schools, and the Ministry will propose solutions to help schools be less “virtual” but also ensure the best interests of candidates.”

Regarding the direction of increasing autonomy for schools, Mr. Ga said that most likely after the high school exam results are available, the Ministry will transfer data to schools and at the same time remove the regulation that exam clusters issue certificates of results to candidates. However, Mr. Ga said that these moves will cause the number of fake candidates to increase very high, not only will it be difficult for schools to recruit, but it is also not certain that the candidates will benefit. "Therefore, the Ministry will call on schools to discuss and propose solutions to reduce fake candidates when schools and candidates will be "released" by the Ministry like that," Mr. Ga emphasized.

Mr. Ga said that it is possible to divide the admission rounds into different rounds, each round will only consider each level of the candidate's exam score, or the Ministry will encourage the top schools to join together to do the admission work in their group. "Recently, only about 30 universities attracted a large number of candidates with high scores, the withdrawal and submission of candidates' applications also mainly took place in this group of schools. Now if we let these schools join together, they can jointly issue regulations such as candidates who have registered for one of these schools cannot register for the remaining schools in the group, or candidates can give the order of their first, second, third preferences... with the schools in this group of schools", he suggested. "The Ministry's goal is to, on the one hand, give autonomy, increase the rights of candidates, and on the other hand, control the safety of both candidates and schools", Mr. Ga said.

Regarding the problem of many universities and colleges facing difficulties in recruiting students and what solutions are available for the future of these schools, Deputy Minister Bui Van Ga said this is also an important basis for discussing the restructuring of the university and college system to improve the efficiency of resource use. "The direction being considered is to turn the schools into branches of other universities and colleges or to organize for those schools to cooperate in training with large schools," said Mr. Ga.
