Propaganda of Law on Non-agricultural Land Use Tax
(Baonghean) - The Law on Non-agricultural Land Use Tax takes effect from January 1, 2012. Currently, Dien Chau and Quynh Luu are promoting propaganda work, completing the collection of declarations, and conducting reviews and appraisals of actual land areas to ensure correct and sufficient collection, with the goal of implementing tax collection in the entire district by June 2012.
Dien Chau:
It is expected that the entire Dien Chau district will have about 110,000 households with 125,000 plots of land that must declare the area of non-agricultural land in use. To implement the tax law, since January, the district-level Steering Committee and the Steering Committees of 39 communes and towns and 456 sub-committees in all hamlets and villages were established. With some changes compared to the previous Land and Housing Tax Ordinance, the declaration is also more complicated. In order for people to understand and voluntarily comply, in addition to continuously propagating on the loudspeaker system and distributing over 30,000 leaflets, the Steering Committees of communes, towns and sub-committees have directly visited each family to guide people in making declarations as well as completing procedures for households eligible for tax exemption or reduction. With specific explanations and instructions, people are very sympathetic to the new tax law.
Mr. Cao Tien Can in Block 1, Dien Chau Town said: "The tax declaration here is implemented quickly by the block's staff. The Law on Non-Agricultural Land Use Tax is regularly propagated on loudspeakers, we focus on listening to see how this new land law is different from the old one. Through research, this new tax law is good in that it is fair, whoever has more land has to pay more tax".
Based on its functions and tasks, Dien Chau Tax Department has organized training in all communes and towns for 2,100 people, including all cadres and unions from commune to hamlet. At the same time, it has assigned cadres to be directly in charge of the areas to urge, guide, promptly resolve or receive recommendations from the grassroots. However, in the implementation process, many difficulties have been encountered, because many households currently have non-agricultural land in the locality but are doing business far away, or the land use right certificate is being mortgaged at the bank....
However, thanks to the proactive and active participation of all levels and sectors, by the beginning of April, 120,000 declarations had been collected to prepare for the review, comparison of area, determination of location, land price according to each purpose of use... Mr. Ngo Gia Tinh - Deputy Head of the Law on Tax on Non-agricultural Land Use in Dien Chau said: "The Law on Tax on Non-agricultural Land Use has many new points, so the implementation process has encountered many difficulties. Through collection, there were 97 problems proposed by the communes, and after answering and explaining, there are currently 17 problems that we have also proposed to the Provincial Steering Committee for resolution. Since the beginning of April, all declarations have been sent to the tax authority. We will proceed to review, compare and calculate taxes".
To collect correctly and ensure fairness of non-agricultural land tax, in parallel with collecting declarations, the Steering Committees at all levels also directly identify households using encroached, occupied land, and using land for improper purposes to determine the actual area of non-agricultural land. By speeding up the implementation progress, in May, Dien Chau will complete tax calculation and notify all households of the amount of tax payable. In June, non-agricultural land use tax will be collected throughout the district.
Quynh Luu:
These days, like many people in the commune, Ms. Le Thi Hoe's family in Hamlet 1, Quynh Doi Commune is photocopying necessary documents such as land use right certificates, identity cards, and poor household certificates to declare and implement the Law on Non-Agricultural Land Use Tax. Ms. Hoe said: "Although she and the people here have only had access to information on non-agricultural land use tax through propaganda sessions, with specific guidance from the commune leaders and the hamlet executive committee, she has carried out the procedures according to the instructions, ensuring that the commune completes the declaration on schedule."
To effectively implement the Law on Non-agricultural Land Use Tax, as soon as the District People's Committee had a plan, Quynh Doi Commune organized training and distributed documents to the steering committee and hamlet officials. Directed hamlets to distribute tax declarations to each household and individual, provide guidance on declaration and collection of declarations. Although this is a new policy, the declaration process has many procedures, but thanks to good propaganda and guidance, it has created high consensus among the people. Currently, basically households and individuals in the commune have completed their declarations and supplemented related documents. The commune is receiving all declarations and appraising declarations to quickly submit them to the Tax Department.
Mr. Ho Quang Tuan - Chairman of Quynh Doi Commune People's Committee, said: "The Commune People's Committee has also invited the Tax Department to train and guide key officials from hamlet to commune level. After completing the training, the villages organized voter meetings, and now the declaration forms have been distributed to households. According to the direction of the Commune Steering Committee, by April 10-15 at the latest, the villages will complete the documents and submit them to the Commune People's Committee, and the Commune People's Committee will continue to complete the steps to submit them to the district according to the correct procedure."
Along with Quynh Doi, other communes in Quynh Luu district have also deployed the distribution of declaration forms to each block and household, providing guidance on declaration and collection of declaration forms. All communes have plans to strive to complete the declaration organization work earlier than the prescribed time, in order to ensure timely preparation of tax sets, distribution of tax notices and urging the collection and payment of non-agricultural land use tax in 2012.
