Propaganda and mobilization of exported workers to return home on time

(Baonghean.vn) - On the afternoon of April 9, Hung Nguyen district held a conference to promote and encourage workers working in Korea whose labor contracts have expired to return home on time.

Attending the conference were representatives of the Overseas Labor Center - Ministry of Labor, War Invalids and Social Affairs, Nghe An Department of Labor, War Invalids and Social Affairs, representatives of sectors, district-level unions, representatives of commune leaders and relatives of workers whose contracts have expired and are residing illegally in Korea and workers whose contracts are about to expire.

From 2011 to present, Hung Nguyen district has had nearly 800 workers going abroad to work in Korea under the EPS program, contributing to improving family life and sustainable poverty reduction. However, in recent years, there have been cases of workers in Korea arbitrarily breaking their contracts, changing workplaces or not returning home on time after their contracts expire, and staying illegally.

According to statistics from the relevant authorities, currently, Hung Nguyen district has 45 workers whose contracts have expired and are residing illegally in Korea and 79 workers whose contracts are about to expire and will return home in 2015. The situation of some workers whose contracts have expired but have not returned home has negatively affected the image of Vietnamese workers in general and Nghe An province in particular, especially affecting the rights of Hung Nguyen workers who wish to work in the Korean market.

To overcome the situation of workers whose contracts have expired but do not return home, residing illegally in Korea, recently, Hung Nguyen district has directed local authorities of communes to coordinate with organizations to propagate for relatives to encourage workers to return home on time. At the same time, the list of workers residing illegally is posted at the commune headquarters and the village cultural house. Thanks to that, in 2013 - 2014, the whole district of Hung Nguyen had 106 workers returning home, of which 54 workers whose contracts have expired returned home on time and 52 workers residing illegally returned home./.

Conference overview

According to statistics, in 3 years (from 2013 - 2015), Nam Dan had 133 workers whose labor contracts in Korea expired and had to return home. In 2015 alone, this number was 86 people. Although all levels, sectors, and mass organizations have actively implemented many propaganda and mobilization solutions to change the awareness of workers and their families, the number of illegal workers has decreased significantly.

Specifically, in 3 years, 71 workers were mobilized to return home on time out of a total of 127 workers who had to return home. However, up to now, 41.1% of expired workers have not returned home. This situation has negatively affected the labor export cooperation market between the two countries, as well as the image of Vietnamese workers in Korea in particular and other countries in general.

Through the exchange between representatives of the Department of Overseas Labor Management - Ministry of Labor, Invalids and Social Affairs, Nghe An Department of Labor, Invalids and Social Affairs, Nam Dan District People's Committee and representatives of families with children working in Korea whose labor contracts have expired or are about to expire, in general, families are aware of their responsibility in mobilizing their children to return home on time. At the same time, they grasp accurate information on support policies for workers returning home in accordance with regulations as well as regulations on administrative sanctions for violators according to Decree 95/2013 of the Government. On that basis, Nam Dan District continues to propose positive solutions to minimize the rate of illegal workers residing in Korea./.
