Anti-corruption needs to spread to the local level
Opening the meeting with voters, delegate Nguyen Sy Hoi - Deputy Commander of Military Region IV reported to voters on the results of the 6th session of the 14th National Assembly that had just ended. Then, in the spirit of democracy, frankness and responsibility, many voters reflected their thoughts and aspirations and made recommendations and proposals to the National Assembly, the Government and the Central Ministries and branches.
Expressing excitement at the Party's recent determination to fight corruption, voter Nguyen The San (Cau Giat town) also wondered why the anti-corruption work has only been focused at the central level, while there has not been much movement at the provincial, district and communal levels. He suggested that the central government should synchronously and comprehensively implement anti-corruption from the central to local levels.

Voter Nguyen The San also said that the regulation on asset declaration is a measure to prevent and combat corruption and that assets that are not declared or whose origin cannot be explained, meaning they are not under the declarant's ownership, should be confiscated. However, recently, the National Assembly has not had high consensus on this issue.
This voter also wondered that the promulgation of laws by the National Assembly is increasingly strict, regulating things that are not clearly done; however, there are no specific sanctions for violations and strict enforcement to ensure the law is effective.

At the end of the meeting with voters, delegate Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation sincerely thanked the concerns, attention and appropriate recommendations of voters; at the same time, affirmed that the National Assembly Delegation will fully synthesize to send to all levels for research and respond to voters.
Directly explaining the request of voter Dam Thi Phuong (Cau Giat town) that there should be instructions on collection and expenditure for organizing 2 sessions/day for primary schools, Head of the National Assembly delegation Nguyen Dac Vinh affirmed that currently, the Department of Education and Training has advised the Provincial People's Committee to issue instructions for implementation from the 2nd semester of the 2018-2019 school year.

Head of the National Assembly delegation of the province Nguyen Dac Vinh also informed that according to regulations, for schools that have been recognized as national standards, studying 2 sessions/day is a mandatory requirement, schools are not allowed to mobilize any additional funds to pay for teachers to teach the 2nd session; for the remaining schools, only 1 session is required and the State ensures enough funding for this session and the organization of 1 session must ensure the quality standards of the level of education, and studying the 2nd session must be based on the voluntary spirit of parents, absolutely not using funds collected from socialized sources to pay for contract teachers.
Regarding the request of voter Nguyen Van Minh (Cau Giat town) on granting land use right certificates to 13 households whose houses and land were valued by the Railway sector, the Head of the Provincial National Assembly Delegation requested the Department of Natural Resources and Environment to send staff directly with the district to survey and resolve the issue.

Responding to voters' requests for administrative procedure reform, Head of the provincial National Assembly delegation Nguyen Dac Vinh acknowledged that the procedural regulations in many stages are strict, but the limitation is that they are still cumbersome and time-consuming. Currently, all levels and sectors have been and are advocating to cut down procedures in a simple and effective direction, but have researched and calculated to minimize loopholes and avoid exploitation.
Explaining voters' opinions on the handling of assets of unknown origin, Head of the National Assembly delegation of the province Nguyen Dac Vinh informed that at the recent 6th session, this issue was discussed by the National Assembly, however, the proposed options did not create high consensus from the majority of delegates. Therefore, the handling of assets of unknown origin is temporarily applied according to current regulations.
Comrade Nguyen Dac Vinh also affirmed that the National Assembly and the Government are showing determination and working seriously, but must ensure human rights and comply with the law.
