Hoang Mai Town: Resolving voters' petitions, ensuring socio-economic development

Because it was newly established, the transport infrastructure of Hoang Mai Town has not met the requirements, the inter-ward and inter-commune roads are inadequate, overloaded and seriously degraded, while the rural traffic routes are cramped and overloaded. To upgrade the roads connecting the central wards, there is a lack of capital. Therefore, if the roads are built, there is no funding to build sidewalks, drainage ditches, etc. However, the difficulty that people are most concerned about is the quality of electricity for production and daily life. The supply is weak and often cut off when overloaded. Therefore, the electricity issue is always the "hottest" content at the meetings with voters and the People's Council of the Town, especially in the communes of Quynh Trang, Quynh Loc, Quynh Lap, etc. Many businesses complain about the difficulties due to weak electricity and frequent power outages. In addition, the waterways and wharves are also in a state of not being dredged and are cramped, etc. All of this was reflected by voters in the meetings with the People's Council and National Assembly delegates.
Based on voters' recommendations and through actual surveys, the Town People's Council selected each issue to conduct supervision, questioning, clarifying the causes and assigned the Town People's Committee to direct functional departments to organize implementation. Periodically, there are documents urging functional departments and reporting on implementation progress to submit to the Standing Committee of the People's Council before each session. Regarding voters' recommendations on electricity quality, thanks to the agreement between Nghe An and Thanh Hoa provinces on connecting additional electricity output from Nghi Son Thermal Power Plant to the supply line for Nghe An province, the Town implemented a number of projects to prevent overload in Quynh Phuong, Quynh Lap; built a 110 KV transformer station in Quynh Thien ward.
For the low-voltage power system, one of the reasons for the poor quality of power supply is the slow progress of handing over the power grid from the cooperatives and the previous Power Management Board to the Power sector. Therefore, the Town directed the wards and communes to organize a timely and quick handover of the power grid from the service cooperatives to the Power sector for management. After many efforts, the Town has so far completed the handover by transferring 26 power projects to the Power sector for management. After receiving the handover, the Power sector has actively invested in repairing and upgrading the low-voltage lines. Thanks to that, up to now, there are only a few blocks and hamlets with weak electricity because the transformer stations have not been upgraded yet.

Mr. Nguyen Duy Thao - Vice Chairman of the Town People's Council confirmed: "The voters' petitions on electricity quality have been directed to be resolved thoroughly and fundamentally". Mr. Pham Chi Dien - Head of the Town Economic Department added: "In the near future, Hoang Mai Electricity will be established, certainly the electricity infrastructure system will receive better investment attention. Electricity is not only for consumer needs but also a condition for the Town to develop industry, trade services...". Talking to us, Mr. Ho Si Hang - Manager of Hang Gia roofing sheet factory in Block 7, Quynh Xuan Ward excitedly said: "Currently, electricity serves industrial production in the Town very well. Due to the stable power supply, the facility has saved costs, previously, large manufacturing enterprises had to invest in separate 3-phase stations, buy generators...".
In addition to efforts to improve the power grid infrastructure, to create a highlight for the urban area, after the upgrade of National Highway 1A through the Town was completed, Hoang Mai Town sought investment sources to install a lighting system on the section of National Highway 1A through the Town. This will be one of two projects to welcome the Town Party Congress, of which phase 1 will be installed this year. Next, the Town will invest in green sidewalk projects on National Highway 1A through the Town; continue to propose completing key routes such as the connecting road from National Highway 1A to Thai Hoa to create infrastructure for Hoang Mai 2 Cement Factory and Tan Thang Cement Factory; open a road connecting National Highway 1A to Quynh Dy - Quynh Phuong; build a bridge connecting Quynh Vinh - Mai Hung; develop a plan to renovate Quynh Phuong bridge...
To address voters' petitions on fishing port infrastructure, and mobilize capital from the World Bank (WB), the town is preparing counterpart funds to upgrade Quynh Phuong fishing port; at the same time, building a mechanism to mobilize businesses to participate in dredging Lach Con channel and enjoy some incentives on land and premises for fishing logistics services. Hoang Mai town has and will continue to complete some essential infrastructure such as the 35 KV power line (currently with the poles down) from the town center to Dong Hoi port, soon handing over the site for the Dong Hoi Thermal Power project; continuing to clear the site of Hoang Mai 2 Industrial Park (Quynh Vinh commune) to attract export garment factory projects, fertilizer production projects, etc.
