The disbursement rate of public investment capital in Nghe An province reached nearly 42%.
Thanks to the decisive leadership of the provincial authorities and the active participation of the entire political system, the disbursement rate of public investment capital in Nghe An province during the first seven months achieved quite good results, higher than the national average.
According to the Department of Planning and Investment, as of July 20, 2024, the total public investment plan disbursed amounted to VND 3,800.891 billion, reaching 41.88% (higher than the same period last year at 36.43%); of which, the provincial-managed public investment capital disbursed was VND 1,850.891 billion, reaching 39.99%.
Some funding sources performed quite well, such as: the National Target Program for New Rural Development (65.64%), foreign capital (73.74%), and lottery revenue (61.66%).
There are 27 project owners with a disbursement rate exceeding 50%, including 11 districts, cities, and towns: Nghi Loc (51.82%), Thanh Chuong (52.1%), Nghia Dan (52.95%), Do Luong (54.31%), Quynh Luu (57.75%), Nam Dan (58.81%), Dien Chau (59.21%), Tan Ky (63.81%), Yen Thanh (67.11%), Hoang Mai (67.51%), and Vinh (75.62%).
16 investor units (outside the district), including: Quy Hop 3 High School (50.18%), Nghi Loc 3 High School (55.72%), Thanh Chuong 3 High School (59.15%), Nghe An Provincial Department of Standards, Metrology and Quality (68.56%), Department of Education and Training (69.73%), Ky Son District Party Committee (69.74%), Muong Qua High School (70.42%).
Tan Ky Irrigation Company Limited (86.5%), Quynh Luu 3 High School (88.31%), Do Luong 3 High School (88.95%), Dien Chau 4 High School (90.08%), Nghe An Oncology Hospital (92.31%), Yen Thanh District General Hospital (100%), Do Luong District General Hospital (100%), Nghe An Radio and Television Station (100%), Ha Huy Tap High School (100%).
Currently, the province is urging investors and contractors to continue focusing on accelerating the construction progress of projects such as: the coastal road from Nghi Son (Thanh Hoa) to Cua Lo (Nghe An), section from Km7 to Km76; the Vinh - Cua Lo connecting road (phase 2); and the road connecting National Highway 7C (Do Luong) to the Ho Chi Minh Highway (Tan Ky)...
By the end of July, the Nghi Son (Thanh Hoa) - Cua Lo (Nghe An) coastal road project, specifically the section from Km7 to Km76, had a construction value of approximately 2,290 billion VND, reaching 82% of the contract value.
The road project connecting National Highway 7C (Do Luong) to Ho Chi Minh Highway (Tan Ky) has a construction value of approximately 513 billion VND as of the end of July 2024, reaching 96% of the contract value.
The Vinh - Cua Lo connecting road project has a construction value of approximately VND 872.46 billion as of the end of July 2024, reaching 85% of the contract. The main section is expected to be completed and put into operation by July 30, 2024.
In addition, the Khe Lai - Vuc Mau Irrigation System Project (Phase 1) has had its land compensation and resettlement plan approved, including the conversion of forest land use. Construction is underway, with the main dam already built up to an elevation of +44.7m (the dam crest elevation is +49.00m).
As of July 10, 2024, this project has disbursed VND 39.368 billion (reaching 19.39%); it is expected that 100% of the allocated capital will be disbursed by December 31, 2024.
Regarding the Ban Mong Reservoir project, Nghe An province is currently in the process of preparing the revised investment project dossier, which is expected to be submitted to the Nghe An Provincial People's Committee before October 31, 2024.
The province is also actively coordinating with the Vietnam Airports Corporation (ACV) to implement investment procedures for the renovation and expansion of the aircraft parking area at Vinh Airport, with construction expected to begin in early Q4/2024. It is also continuing to coordinate with investors to accelerate the construction progress of berth No. 6 at Cua Lo Port, and to promptly implement the Cua Lo Port dredging project and the Cua Lo deep-water port project.
Nevertheless, the disbursement rate of some funding sources remains slow, such as: the National Target Program for socio-economic development in ethnic minority and mountainous areas has only disbursed 25.67%; the National Target Program for sustainable poverty reduction has only disbursed 12.44%, and the extended-term capital has reached 21.84%.
Within the province, there are still 5 agencies and units with a 0% disbursement rate, and 28 agencies and units that have disbursed funds but the disbursement rate remains low, below 39.99%.
