Do Luong People's Committee responds to issues related to Do Luong Cement Project
(Baonghean) - An Newspaper No. 10019 published on October 20, 2014, in the "Hotline Information" section, posted the following news: "Residents of Hamlet 1, Bai Son Commune, Do Luong District reported: Some houses in Hamlet 1, Bai Son Commune are waiting for the clearance and handover of the site for the Do Luong Cement Factory Construction Project, but for the past 8 years, the project has not been implemented, these houses are degraded and dilapidated, but when they want to repair or reinforce, the commune's site clearance committee comes to measure and ask the family to sign a record to keep the current status quo pending the clearance date.
I hope that the relevant authorities will soon have solutions to help people stabilize their lives." In response to the feedback from the "Hotline Information" column, the People's Committee of Do Luong district has inspected the situation and would like to respond specifically as follows:
- In 2005, implementing the policy of Nghe An Provincial People's Committee on the construction of Do Luong Cement Factory, the work of compensation and support for site clearance to relocate households within the scope of the cement factory construction site (Phase 1) was completed, compensation and support for land, constructions, architectural objects, assets on land, and relocation of graves for affected households were carried out in accordance with the law. Planning and resettlement arrangements for 19 households were organized.
- After the environmental impact assessment report was approved, in order to clear the land and relocate households within the environmental impact area of the project, the Compensation and Support Council for Land Acquisition and Resettlement of Do Luong district coordinated with the investor and the People's Committee of Bai Son commune to conduct inventory, measurement, and prepare compensation records for land acquisition and resettlement (Phase 2) for 36 households in the affected area. However, due to the investor's inability to implement the project, it had to be suspended from 2007 to present.
To avoid the situation where households arbitrarily build and expand their houses and structures, causing loss of compensation funds and unfairness among households, the People's Committee of Do Luong district issued Official Letter No. 780/CV-UB dated October 17, 2005 and Notice No. 27/TB-UBND dated February 2, 2007 on suspending the construction of works and structures, planting new perennial trees and maintaining the current land use status. Because the project was not implemented, it affected the lives of households within the affected area as reflected by the people, which is correct. Regarding this content, after receiving comments from households, the District People's Committee agreed with the investor and the People's Committee of Bai Son commune agreed with households whose works and houses have been counted but are dilapidated or damaged, causing a risk of unsafe living conditions, to submit a petition to the Commune People's Committee and the investor for direct inspection, making a record to agree on a repair and remediation plan as a basis for calculating additional support when implementing compensation, support and moving houses and works.
However, due to the project being implemented too slowly, it has affected the daily life and land use rights of households. After many times requesting for early solutions to the above-mentioned problems, Do Luong Cement Joint Stock Company has now transferred the project to Song Lam Cement Joint Stock Company to continue investing in construction and completing unfinished items, including compensation, support, site clearance and resettlement for the above-mentioned 36 households. The expected time for site clearance and resettlement is to be completed in 2015.
