Anh Son District People's Committee: Inspect and handle domestic water supply issues

(Baonghean) - Nghe An Newspaper issue dated October 20, 2014 had an article "Anh Son District: Many water supply works abandoned", the Provincial Party Committee issued Official Dispatch No. 3619-CV/TU dated October 24, 2014 on directing the handling of the issue raised by the newspaper: On November 13, 2014, Anh Son District People's Committee issued Official Dispatch No. 211/BC-UBND, accordingly, Anh Son District People's Committee would like to report specifically as follows:

- Current status of centralized clean water supply works in Anh Son district.

The clean water project has been abandoned for 6 years in hamlet 1, Hoa Son commune (Anh Son).

In Anh Son district, there are 9 centralized water supply works, including 1 pumping water plant supplying water to the people of the town and neighboring areas, managed and operated by Nghe An Water Supply Center; 8 self-flowing water supply works are built scattered in the area: Tho Son, Dinh Son, Cam Son, Tuong Son (2 works), Hoa Son (2 works), Phuc Son.

Of the 8 self-flowing water projects, only 3 are still in operation: The self-flowing water project in O O village, Gia Hop, Tuong Son commune; The self-flowing water project at Khe Da dam, Tuong Son commune; The self-flowing water supply project in villages 8 and 9, Hoa Son commune.

The projects were built in the years 1994 - 2010 from funding sources: 134, 135, ODA, State budget + people's contributions.

Through the investigation and survey according to Circular No. 54/2013/TT-BTC dated May 4, 2013 of the Ministry of Finance regulating the management, use and exploitation of centralized rural clean water supply works issued by the Minister of Finance, most of the works when being built only assessed the construction conditions and water use needs of the people, and did not provide an effective management and exploitation model after construction. After construction, the investor handed over the works to the People's Committee of the commune, the commune handed over the works to the village with the works that directly benefited, there were no specialized staff to monitor, when broken, there was no one to repair and manage, leading to the works being put into use for a short time and then stopped operating. There were 2 works in operation that had a management team established in the village and 1 work under the direct management of Quan Lang Parish.

Regarding the information in Nghe An newspaper on October 20, 2014, it is completely correct. The District People's Committee is implementing Decision No. 3761/QD-UBND.NN of Nghe An Provincial People's Committee dated August 7, 2014 on promulgating the plan to implement Circular 54/2013/BT-BTC dated May 4, 2013 of the Ministry of Finance on the management, use and exploitation of concentrated rural clean water supply works in Nghe An province. It is organizing an investigation and survey of all works to propose to the Provincial People's Committee to handle low-efficiency self-flowing water supply works.

- Handling:

By October 30, 2014, the District People's Committee had completed the implementation of Decision No. 3761/QD-UBND.NN of the Nghe An Provincial People's Committee on the investigation of management, use and exploitation of concentrated rural clean water supply works in the district, and sent a document to the Provincial People's Committee (through the Provincial Center for Clean Water and Rural Environmental Sanitation) specifically:

- Liquidation of the following projects: Water supply project of Bai Phu Tea Factory, Dinh Son commune, Clean water project of Cao Veu village, Phuc Son commune.

- Propose a management model, then effectively repair and upgrade the following works: Centralized water supply for village 1 - Tho Son, centralized self-flowing water supply works for Nhan Tai village, Thung Cong, Cam Son commune, self-flowing water supply works for Vinh Kim village, Hoa Son commune, self-flowing water works for O O village, Gia Hop, Tuong Son commune.

- Upgrade, repair and hand over to local management board: Self-flowing water supply works in villages 8 and 9, Hoa Son commune, self-flowing water works at Khe Da dam, Tuong Son commune.

- Recommendation:

We respectfully request the Provincial People's Committee and provincial departments and branches to pay attention to supporting funding to repair the above damaged works in Anh Son district.
