Do Luong District People's Committee directs handling of landslides on Lam River embankment
(Baonghean) - Nghe An Newspaper, issues dated October 3 and October 25, 2015, in the Hotline Information section, reported: “Residents of Boi Son Commune, Do Luong District, reported: Due to the indiscriminate exploitation of sand and gravel by some households, the Lam River embankment from Bara Do Luong Bridge to Tan Ky District is at risk of serious landslides. We request that relevant departments and agencies inspect and take measures to handle the situation.”
Do Luong District People's Committee has conducted an inspection and verification. On November 2, 2015, Do Luong District People's Committee issued Official Dispatch No. 1118/UBND in response as follows:
Implementing the 2010 Mineral Law, in recent years, the People's Committee of Do Luong district has guided enterprises to prepare documents and procedures to submit to competent authorities for granting licenses to exploit minerals (sand and gravel from river beds) in accordance with the provisions of law. Up to now, there are 3 enterprises licensed to exploit sand and gravel in Boi Son commune. Specifically:
- Thai Cuc Resource Investment and Development Company Limited: Licensed by the Provincial People's Committee in Decision No. 4958/QD-UBND.TN dated December 17, 2012, the mining area is 19.83 hectares, at Bai Bu sand mine, Boi Son commune (between Trang Son commune and Dang Son commune), mining capacity is 27,363 m3/year, license term is 10 years. The company was handed over the mine by the Department of Natural Resources and Environment to start mining in early 2013. The sand and gravel gathering place is Bai Bu, Trang Son commune.
- Bao Ngan General Trading Company Limited: Granted mining license No. 221/GP-UBND by the Provincial People's Committee on January 19, 2015, the mining area is 9.64 hectares at the floating area in the middle of Lam River (between Boi Son commune and Bac Son commune), mining capacity is 18,000 m3/year, license term is 10 years. The company was handed over the mine by the Department of Natural Resources and Environment to start mining from March 18, 2015. The company's gathering place is at Hamlet 5, Boi Son commune (near Qua Son temple).
- Hoa Binh Construction Company Limited: Granted mining license No. 237/GP-UBND by the Provincial People's Committee on January 20, 2015, the mining area is 10.08 hectares at the floating area in the middle of Lam River (between Boi Son commune and Bac Son commune), mining capacity is 18,500 m3/year, license term is 10 years. The company was handed over the mine by the Department of Natural Resources and Environment to start mining from March 18, 2015. The company's gathering place is at Hamlet 5, Boi Son commune (near Qua Son temple).
Currently, all three above-mentioned enterprises have completed the documents and legal procedures according to regulations to conduct sand and gravel mining according to the licensed area and registered capacity.
The project to build the left bank of Lam River embankment is invested by the Department of Dyke Management - Department of Agriculture and Rural Development of Nghe An province. The section through Trang Son commune was implemented in 2009, the section through Boi Son commune was implemented in 2011. The results of the actual inspection showed that there was no landslide at the foot of the embankment in Boi Son commune, while for the section of Trang Son commune from Bara bridge to the border of Boi Son, there was an average land deposition of 3 to 5m at the foot of the embankment. Inspection on the embankment body in the section through Trang Son commune showed that there was an eroded embankment position, with an area of about 25m2, currently only the "fish bone" system of the embankment body remains. The eroded position is about 20m from National Highway 15A. The cause is due to the surface water collection system in the rainy season as well as water from agricultural production activities of the people of Trang Son commune in the Gia Bu and Cai Tao fields running along the embankment body falling down at this position. There is no agricultural land erosion in this area, the distance from National Highway 15A to the riverbank remains stable compared to the map of Trang Son commune measured in 2008. The erosion of the embankment has been the result for many years.
The District People's Committee has directed the People's Committees of Trang Son and Boi Son communes to strengthen inspection of the operations of enterprises in accordance with the licensed boundary markers. Strengthen inspection and handling of illegal sand and gravel exploitation cases (if any). Direct relevant departments and offices to survey and have a written proposal to the Dike Management Department - Department of Agriculture and Rural Development to soon have a plan for repair, especially redesigning the water discharge system, not discharging directly into the embankment body.
