On December 13, 2012, the People's Committee of Nghia Dan district received official dispatch No. 588/PC/BD/BNA dated July 27, 2012 from Nghe An Newspaper regarding the transfer of a petition from Ms. Dau Thi Hue, residing in Trung Tam hamlet, Nghia Hieu commune, Nghia Dan district, reflecting on the fact that the household that contracted land for brick making (close to the land contracted by Ms. Dau Thi Hue's family to Tay Hieu II Farm) had built a gate across the traffic road and locked it, causing her family to have no way to enter the shack. In addition, hundreds of households contracted land for brick making and brick burning, affecting the crop productivity of her family.

After receiving the citizen's complaint, the District People's Committee issued Official Dispatch No. 681/UBND-TTr dated December 17, 2012 assigning the Chairman of the People's Committee of Nghia Hieu Commune to preside over and coordinate with Tay Hieu II Farm to organize the inspection and verification to resolve the complaint. On January 2, 2013, the People's Committee of Nghia Hieu Commune issued Report No. 01 on the results of handling the complaint of Ms. Dau Thi Hue. Specifically as follows:
On December 21, 2012, Nghia Hieu Commune People's Committee organized a meeting with related households and requested Mr. Tran Viet Phuong's household (the household that received the land contract for brick making from Nghia Hieu Commune People's Committee) to move the gate back inside, return the current land use status; conduct land measurement and carry out procedures to request competent authorities to correct the 2011 cadastral map to the current land use status. At the same time, Mr. Tran Viet Phuong must comply with ecological environmental factors in the process of brick production, not affecting the agricultural production of neighboring households; Mr. Tran Viet Phuong's household and Ms. Dau Thi Hue's household highly agreed with the settlement results of the Commune People's Committee.
