Que Phong District People's Committee responded to the issue reported by Nghe An newspaper
(Baonghean) - On September 21, 2015, Nghe An Newspaper published an article "Que Phong District needs to speed up the construction of a waste treatment site" reflecting: The Que Phong District waste treatment site project started in early 2013, but until now, the project items are still in a "cold" state due to problems with site clearance.
On October 7, 2015, Que Phong District People's Committee issued Official Dispatch No. 1026/UBND-BQL in response to the issue raised by the newspaper:
First of all, Que Phong District People's Committee would like to sincerely thank the newspaper for its attention and reflection. The issue raised by Nghe An Newspaper is true to the current situation of the Que Phong District waste treatment project.
The District People's Committee would like to report and explain as follows: Que Phong is a mountainous district of the province. In recent years, the district has benefited from policies of the Government and the Provincial People's Committee investing in the area, so the people's lives have been increasingly improved. However, in addition, environmental pollution caused by waste is increasing. The whole district does not have a waste treatment site according to standards. In this situation, the People's Committee of Que Phong district has submitted to the People's Committee of Nghe An province for permission to build the District Waste Treatment Site Project and on October 22, 2011, the People's Committee of Nghe An province issued Decision No. 4462/QD.UBND-CN on approving the investment project to build the Que Phong District Waste Treatment Site, with a total approved investment of: 55,491,698,000 (Fifty-five billion, four hundred, ninety-one million, six hundred and ninety-eight thousand VND). Capital for project investment and construction is supported by the provincial budget according to the annual construction plan and mobilized from other legal capital sources.
Currently, the total budget allocated for the project is 7,473 million VND/55,491,698 million VND. Immediately after receiving the budget allocated by the Provincial People's Committee (7,473 million VND), the District People's Committee disbursed to the contractor to construct the project items (Leveling; internal roads; Burial pits) as follows: 6,045 million VND; other expenses 1,428 million VND.

To implement the project, the District People's Committee has directed the Construction Investment Project Management Board to coordinate with the District Compensation and Site Clearance Council to carry out the work of inventorying and measuring land and assets on land of households affected by the project in accordance with the prescribed procedures and has been approved by the Que Phong District People's Committee for the compensation and site clearance support plan (phase 1), with a total compensation and site clearance cost of: 1,907,308,000 VND.
Because the funding for the project's site clearance work has not been fully allocated (the Provincial People's Committee has only allocated 600 million VND), in order to promptly pay and compensate affected households, the Construction Investment Project Management Board has borrowed a portion from the construction contractor to pay in advance. Up to now, the total amount paid to affected households (phase I) is: 702,911,800 VND/1,907,308,000 VND.
Currently, the amount of money still lacking for site clearance is quite large. On the other hand, affected households require that the full compensation amount be paid before the entire site is handed over to the investor for construction. Therefore, the project is temporarily suspended.
Que Phong is a poor district, the local revenue is insignificant, mainly relying on the support of the superior budget, therefore, the People's Committee of Que Phong district respectfully hopes that the People's Committee of Nghe An province will pay attention to supporting funding to continue construction of the project to complete it soon, hand it over and put it into use, and resolve the urgent environmental issues caused by waste in the district.
