(Baonghean) - Nghe An Weekend Newspaper, issue June 1, 2014, has an article "Na Mo - Ban 3 no" reflecting on Na Mo village, Dien Lam commune, Quy Chau district.

On July 3, 2014, the People's Committee of Quy Chau district issued Official Dispatch No. 143/BC-UBND regarding the inspection and verification of the information reported in the newspaper.

1. Verify information on poverty rate; infrastructure of bridges, schools, electricity.

- The rate of poor households in the village accounts for nearly 50%: This information is correct, Dien Lam is one of the remote communes of the district, located about 50km from the district center, the lives of people here face many difficulties, mainly small-scale, fragmented agricultural production, currently the rate of poor households in the whole district is 45.02%, of which Dien Lam commune is 50.18%, Na Mo village is 47.06%.

- Regarding schools: "Currently there is no school in the village, we have to study in other villages": This information is correct. The District People's Committee would like to report as follows:

Na Mo village, Dien Lam commune, Quy Chau district currently does not have a school in the village, because the number of students in each age group at all levels of education is not enough to open a class, specifically as follows:

- Preschool level: Total 16 children (of which, 3 years old: 3 children; 4 years old: 4 children; 5 years old: 6 children)

- Primary school level: Total 27 students/5 classes.

Therefore, the above number of students in Na Mo village go to school at 2 schools: Cuom village and Na Lanh village. The distance from home to the schools is still guaranteed according to the school regulations (no more than 2 km).

In recent school years, the number of students from Na Mo village attending school at two schools in Cuom village and Na Lanh village has still ensured the plan, the rate of mobilizing students of all ages for universal education at all levels has reached 100%, no students have dropped out of school (there are only difficulties for students who have to cross streams to go to school during days of heavy floods, students who have to miss school due to lack of bridges and are arranged to make up for it immediately after according to the school's plan).

- About the bridge: Currently, Na Mo village does not have a public bridge but is using a temporary bridge built by the people themselves, which is true.

In 2013, Nghe An Department of Transport issued Official Dispatch No. 1720/SGTVT-QLHTGT dated August 26, 2013 on reporting the need to invest in building bridges for people in areas with high risk of accidents to ensure traffic safety. The District People's Committee has made a list and Report No. 140/BC.UBND dated August 29, 2013 proposing to invest in building 4 bridges, including the suspension bridge in Na Mon village, Dien Lam commune (Na Mon village and Na Mo village are two villages located close to each other, crossing the same river, so if a suspension bridge is built in Na Mon village, it will serve the travel needs of people in both villages). However, of the 4 bridges proposed by the District People's Committee, so far only the Quang village bridge in Chau Phong commune has the province's construction policy, so the Na Mon bridge has not been built yet.

- Regarding the power system: Currently, in the district, there are 3 inner communes (Chau Phong, Chau Hoan, Dien Lam) that do not have national grid electricity. The Chau Phong commune power project has been approved, the total investment has been adjusted, and the adjusted design and construction plan is currently being appraised to implement the next steps when there is capital allocated for construction. Regarding electricity to 2 communes: Dien Lam and Chau Hoan, based on Notice No. 295/TB-UBND dated June 20, 2014 of the Provincial People's Committee on the Conclusion of Comrade Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee at the working session with the leaders of Quy Chau district, the Provincial People's Committee is directing Nghe An Electricity to mobilize capital to build a power grid to 2 communes in 2014 - 2015.

2. Verify information on forestry land and rural roads:

- Forestry land: According to the article "Some households in Na Mo village do not have forest land and have not been granted certificates" is correct.

Quy Chau District People's Committee would like to report some information as follows: Na Mo village, Dien Lam commune currently has 51 households with 243 people. Of which, 37 households have been allocated land and granted certificates of agricultural land use rights (rice land) according to Decree 64/ND-CP of the Government with a total allocated area of ​​5.12 ha; 26 households in Na Mo village have been temporarily allocated forestry land according to Decree 163/ND-CP of the Government. Currently, Na Mo village has 25 newly-arrived households that have been manually allocated forestry land by Dien Lam commune People's Committee with an allocation rate of 4.5 ha/household. Currently, Dien Lam commune is preparing related procedures to submit to Quy Chau district People's Committee to decide on land allocation to households according to regulations. However, because the allocation of forestry land is done manually and has not been formally mapped, the issuance of land use right certificates (Land Use Rights Certificates) to the people is slow.

In the coming time, the District People's Committee will urge and direct relevant sectors to speed up the progress of forestry land allocation and issuance of land use right certificates so that people can feel secure in production.

- Rural roads: "The village still does not have concrete roads": The information reported is correct.

Currently, the construction of concrete roads under the cement support mechanism of the Provincial People's Committee in the district has completed the first and second phases and the registered communes are receiving cement to implement the third phase. However, in 2013 and 2014, Dien Lam commune did not register to implement.

The reason is that the province's policy of supporting cement for rural roads aims to speed up the progress of building new rural areas. Accordingly, the province supports cement and the remaining cost accounts for about 50 - 60% of the total construction volume including sand, gravel, stone and labor contributed by the people and localities actively mobilized from other sources. Thus, to build a type B cement concrete road for communes with difficult conditions such as Chau Hoan and Dien Lam, the average cost is 450 - 500 million VND/km (people will have to contribute 250 - 300 million VND/km). Meanwhile, Dien Lam is a particularly difficult commune with a poverty rate of 50.18%, the economic life of the people is extremely difficult, the population is sparse, so the people's contribution with the State to build rural roads is not possible. On the other hand, Na Mo village has only 51 sparsely populated households. If they want to build a cement concrete road, each household must contribute tens of millions of dong, so mobilizing people's strength is not feasible.

3. Recommendations and proposals:

To overcome the difficulties as reported by the newspaper, the People's Committee of Quy Chau district would like to propose and recommend to the Provincial Party Committee, the Provincial People's Committee and provincial departments the following 3 issues:

- Approve the investment policy to build the remaining 3 bridges as listed by the District People's Committee in Report No. 140/BC.UBND dated August 29, 2013, including the bridge of Na Mon village to meet the travel needs of the people here.

- Pay attention to allocating capital to speed up the construction of the power system of 3 inner communes so that people have electricity as soon as possible.

- Develop separate support mechanisms and policies for communes in extremely disadvantaged and remote areas to create conditions for communes to build rural roads, contributing to accelerating the construction of new rural areas.
