(Baonghean) - Nghe An Newspaper, September 6, 2014, page 8, Hotline Information section stated: "Residents of Hamlet 4, Thanh Luong Commune (Thanh Chuong) reported: For more than a month now, the canal passing through the hamlet has been blocked, causing all domestic and livestock wastewater of more than 100 households to flood the street. The above situation has caused environmental pollution, affecting water sources, daily life and travel of the people. People are very upset and have reported to the local authorities but have not been resolved." After the newspaper reported, Thanh Chuong District People's Committee directed the Department of Natural Resources and Environment to directly inspect the scene. On September 11, 2014, Thanh Chuong District People's Committee issued Official Dispatch No. 1246/UBND.TNMT with the following specific content:

The drainage system of Hamlet 4, Thanh Luong Commune has a part that passes through the administrative boundary of Thanh Yen Commune. Based on the New Rural Planning Project approved by the District People's Committee, Thanh Yen Commune People's Committee has included this land area in the residential land planning. After being permitted by the competent authorities, Thanh Yen Commune People's Committee leveled the ground, dividing the plots and filling up the ditch (the part that passes through the administrative boundary of Thanh Yen Commune), so the water could not flow and overflowed onto the road as reported by the newspaper...

To overcome the above situation, Thanh Chuong District People's Committee has directed Thanh Luong Commune People's Committee to install drainage culverts across the road to create a flow to end environmental pollution, as well as affect people's domestic water sources.
