(Baonghean) -Nghe An Newspaper, issue dated March 21, 2013, had an article reflecting on the environmental pollution caused by pig farming in Block 1, Yen Thanh Town.

On April 17, 2013, Yen Thanh District People's Committee issued Official Dispatch No. 326/UBND.TN in response to Nghe An Newspaper as follows:

According to Report No. 02/BC.UBND dated March 28, 2013 of Yen Thanh Town People's Committee on the results of resolving citizens' petitions related to Mr. Thai Van Loi's pig raising causing environmental pollution, affecting the lives and activities of neighboring households because Mr. Thai Van Loi's family bought land from Mr. Nguyen Trung's family, Block 1, Yen Thanh Town. Most of the area was built as a warehouse for storing livestock and poultry feed. The land area adjacent to Dinh River, the family built a system of pig farms and biogas treatment tanks. The size of the herd is from 60 - 65 pigs with a weight of about 40 kg/pig.

- During the livestock farming process, the biogas tank system has not been completed, the amount of wastewater mixed with pig manure discharged into Dinh River is quite concentrated, emitting a foul smell, polluting the water environment, affecting the lives and activities of neighboring households.

- Yen Thanh Town People's Committee has assigned Mr. Thai Van Loi's family the responsibility to completely handle the above environmental pollution situation. In case of not implementing the handling measures, continuing to cause environmental pollution, affecting the lives of the residential area, they will be administratively handled according to the law on environmental protection. On April 17, 2013, Yen Thanh Department of Natural Resources and Environment together with representatives of Yen Thanh Town People's Committee, representatives of households in Block 1, Yen Thanh Town had a meeting with Mr. Thai Van Loi's family to check the implementation of environmental pollution handling measures in pig farming.

The test results show that Mr. Thai Van Loi's family is currently raising 50 pigs (average weight 50 kg/pig), with a farming area of ​​100 square meters. The family has completed the construction of 2 biogas tanks (with gas supplied). The wastewater discharged into Dinh River is no longer black and has little odor.

- According to the representative of residential area block 1, Yen Thanh town, the pollution has now decreased, however some surrounding households reported that there is still a foul smell (around early morning).

To completely resolve the environmental pollution caused by pig farming at Mr. Thai Van Loi's household, Yen Thanh District People's Committee requests Yen Thanh Town People's Committee and related individuals and households to implement the following contents:

1. Assign to Yen Thanh Town People's Committee:

- Continue to direct departments, organizations, mass organizations, residential communities, etc. to regularly monitor the implementation of pig farming to ensure biosafety, not cause environmental pollution, and not affect the lives of the surrounding residential community of Mr. Thai Van Loi's household;

- In case the livestock farming household continues to pollute the environment, affecting the lives and activities of the surrounding community, the Town People's Committee shall take administrative action according to regulations.

2. Request for Mr. Thai Van Loi:

- Implement biosafety in pig farming. Completely resolve the situation of direct discharge of wastewater and pig manure into the environment, especially not discharging directly into Dinh River;

- Handle odor emission without affecting the daily life of surrounding households;

- Have a plan to reduce the number of pigs raised to limit the amount of livestock waste and improve the efficiency of the livestock waste treatment system;

- Seriously implement the contents concluded at the working session between the Town People's Committee and the family.

Yen Thanh District People's Committee requests Yen Thanh Town People's Committee and Mr. Thai Van Loi's household to seriously implement the above contents.
