However, when inspecting the headquarters of Thanh Chuong Town People's Committee, the delegation discovered many signs of violations. At the time of inspection at 11:10 am, many offices such as the Department of Agriculture, Office - Statistics, Land - Construction - Agriculture - Environment, One-stop transaction center, etc. were locked, with only 9/22 officials and civil servants present at the office. Some officials and civil servants were absent or left work early without reason.

Working with the inspection team, Secretary of the Town Party Committee Phan Thi Thuy said that some cadres and civil servants went to the grassroots to inspect the preparation work for the review in accordance with the spirit of Resolution 4 of the Central Committee. However, through a random inspection, the team discovered that Mr. Tran Van Hoi - Deputy Secretary of the Party Committee and Chairman of the Town People's Council did not go to the grassroots as Ms. Thuy said.
In addition, the delegation also noted the issuance of working regulations of Thanh Chuong Town People's Committee for the 2016-2021 term, emphasizing that the working regulations for the term from 2016 until 2017 were still in the process of drafting, not yet issued, which is a delay, the Town People's Committee needs to rectify immediately.

On the same afternoon, the delegation continued the inspection and supervision program at Vo Liet commune, Thanh Chuong district. The officials and civil servants here basically strictly followed the working hours, except for the Chairman of the Commune People's Committee, who was not present at the headquarters due to health conditions since March 10, and issued a notice to transfer the management authority to the Vice Chairman of the Commune People's Committee, in order to ensure the responsibility of the head in directing, inspecting and implementing discipline and administrative discipline during his absence. The delegation also commented that due to the lack of facilities and offices, the place to receive and return results under the one-stop mechanism that Vo Liet commune is arranging is still cramped, not enough space to serve the people.
Talking to the working group, Chairman of Thanh Chuong District People's Committee Nguyen Van Que frankly accepted the signs of violations that the group discovered at the establishments. "In the case where the inspection group discovered that the head of the Town said that the officials and civil servants were absent because they were busy going to the establishments but the information was verified to be not so, we will promptly correct it," Mr. Que affirmed.
