The Provincial People's Committee directed to review the project planning of Nghe An Rubber Development Investment Joint Stock Company.

On September 16, 2020, the Provincial People's Committee issued Notice No. 528/TB-UBND announcing the conclusion of Comrade Hoang Nghia Hieu - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee at the working session to listen to and give opinions on the draft Forestry Development Strategy of Nghe An province for the period 2021 - 2030, with a vision to 2045; Report on the current status of forest and forestry land management and use of protective and special-use forest management boards in the province (held on September 8, 2020).

Regarding the management and use of forests and forestry land, in addition to the positive aspects that have been achieved, Notice No. 528/TB-UBND clearly pointed out the following shortcomings: The current planning data for 3 types of forests is still inadequate but has not been adjusted; the lives of people living near forests and forest edges are still facing many difficulties; the annual investment budget for forestry work is still low, not meeting the needs; anti-forestry workdeforestation, especially in upstream forests and primary forests with high timber reserves, the situation is still complicated with many potential risks to forest security.

Forest owners are not managing the land and forest areas assigned by the State closely, most of them have not been able to determine the management boundaries, set up markers in the field and issue land use right certificates according to regulations. The situation of land disputes, encroachment, misuse of land, deforestation, and encroachment of forest land for cultivation is still happening in some units and has not been completely resolved...

To completely handle the existing problems, Notice 528/TB-UBND clearly states the specific tasks assigned by the Vice Chairman of the Provincial People's Committee to the Management Boards of protective and special-use forests, along with relevant departments, branches and local authorities to implement.

In particular, the Department of Natural Resources and Environment is assigned to preside over and coordinate with the Department of Agriculture and Rural Development to resolve difficulties and problems related to land issues of the Management Boards of protective and special-use forests, guide and urge the review and unification of forest land areas and boundaries, advise the Provincial People's Committee to consider and adjust land funds for management and use units in accordance with the actual management situation; preside over and guide forest owners to prepare land change registration dossiers, prepare land allocation dossiers, issue certificates of land use rights and receive and appraise dossiers for granting certificates of forest land use rights according to regulations for forest owners...
