Provincial People's Committee meets with foreign investors and experts
(Baonghean.vn) -On the occasion of preparing to welcome Lunar New Year 2013, this afternoon, January 26, in Vinh City, comrade Le Xuan Dai - Member of the Standing Committee, Vice Chairman of the Provincial People's Committee chaired a meeting with foreign investors and experts working and residing in Nghe An.
Attending the meeting were members of the Provincial Party Committee; Vice Chairman of the Provincial People's Committee Huynh Thanh Dien, FDI enterprises, domestic enterprises with experts working, ODA projects, leaders of provincial departments and branches, and Chairmen of People's Committees of some districts and cities in the province.

Overview of the meeting.
On behalf of the provincial leaders, comrade Le Xuan Dai reported on the socio-economic development results of the province in the past year, emphasizing a number of economic achievements and investment attraction results. Accordingly, as of January 15, 2013, the province had 35 foreign-invested projects with a total registered capital of 1,445 million USD. Of these, 25 projects/284.7 million USD were in operation; 6 projects/39.9 million USD were being implemented and 4 projects/1,120.4 million USD were behind schedule.

Regarding ODA capital, in 2012, there were 7 completed projects, 11 transitional projects and 10 new projects mobilized. Notably, this year, the province mobilized nearly 10,000 billion VND with JICA agreeing to finance the Northern Nghe An Irrigation Upgrade Project with over 5,700 billion VND, the Vinh Urban Upgrade Project with 98 million USD (equivalent to 1,960 billion VND), and the World Bank loan is preparing to start construction.
Regarding foreign non-governmental aid (NGO), Nghe An province has 12 projects implemented by NGOs with a total investment capital of 1,852,208 million USD (37,818 billion VND). NGO projects are diverse in many forms and fields including support for rural agricultural development, health, education, vocational training, etc., contributing to the province's hunger eradication and poverty reduction and sustainable development. However, there are not many NGO projects with long-term operations in the province, most of which are small-scale, low-budget and spread out across localities.
It can be said that FDI, ODA and NGO projects have been operating effectively and contributing positively to the socio-economic development of the province, creating more jobs and improving the lives of workers. However, there are still some projects that are behind schedule due to difficulties in compensation and site clearance, market fluctuations, economic downturn, and investors' difficulties in mobilizing capital...

At the meeting, representatives of foreign enterprises investing in Nghe An had many opinions, expressing some of the wishes and thoughts of enterprises in the process of operation that are still stuck, such as weak traffic infrastructure to project areas, unstable electricity production, Hoang Mai Industrial Park has not completed infrastructure, causing difficulties for investors, site clearance in some projects is still slow.... Comrade Le Xuan Dai answered 9 issues and recommendations of foreign investors and proposed solutions.
On behalf of the provincial leaders, comrade Le Xuan Dai thanked the investors for their responsible contributions and promised to continue to direct, inspect, and urge sectors at all levels to resolve difficulties in the process of project implementation.
