Provincial People's Committee meets to discuss recognition of artisans and skilled workers

(Baonghean.vn) - On the afternoon of November 12, Mr. Hoang Viet Duong, Vice Chairman of the Provincial People's Committee chaired a meeting to listen to and give opinions on the draft to consider awarding the title of artisan, skilled worker and policies for artisans, skilled workers in the field of small-scale industry and craft villages in Nghe An province. Also attending the meeting were representatives of relevant departments and branches.

The draft clearly states: The title of "Artisan" is considered for individuals who have been awarded the title of "Skilled Worker" by the Provincial People's Committee and must meet the following criteria: Having 10 years or more of experience in the profession; having created and designed at least 5 products of high artistic level and directly creating more than 5 works of economic, technical and aesthetic value; having contributed to the creation and development of handicrafts, preserving and teaching the profession to the younger generation; specifically, for some specific professions that are likely to be lost, rarely passed on to outsiders, and have not trained enough 100 people but meeting other criteria, the Appraisal Council will consider and decide.

The criteria for the title of “Skilled Worker” to be considered for awarding include: Being a skilled worker, having at least 5 years of experience in the profession, having good professional skills at each stage to produce a finished product; directly making at least 3 products recognized as typical provincial handicraft products or winning awards in vocational competitions; having contributions to the creation and development of handicrafts, preserving, passing on and teaching the profession to the younger generation;...

Policy for those who are awarded the title of "artisan" by the People's Committee: The People's Committee will award the Artisan Title Certificate and a bonus of 10 times the basic salary at the time of recognition; they are allowed to participate in vocational training, organize direct vocational training and collect tuition fees from students based on the principle of agreement;... For those who are awarded the title of skilled worker by the Provincial People's Committee, they will be awarded a bonus of 3 times the basic salary at the time of recognition; they are allowed to participate in free exhibitions of products made by skilled workers;...

Ms. Nguyen Thi Minh Tu, Chief of Office of the Department of Science and Technology, suggested adding criteria for considering investment in innovation of science and technology topics.

After listening to comments,Comrade Hoang Viet Duong, Vice Chairman of the Provincial People's Committee, basically agreed with the contents of the draft regulations. At the same time, he noted some points in the draft such as: The funding source for implementation must be allocated from the local budget; Regulations on reward levels and time for considering titles for artisans and skilled workers need to be specific...

Mr. Tran Van Huy, Vice Chairman of the Provincial Cooperative Union, added comments to the draft.

Vice Chairman of the Provincial People's Committee Hoang Viet Duong assigned the Provincial Cooperative Union to fully absorb comments and suggestions to complete the regulations for submission for appraisal as soon as possible.
