Provincial People's Committee works with Japan International Cooperation Agency (JICA)

(Baonghean.vn) -On January 21, in Vinh City, the People's Committee of Nghe An province had a working session with the Japan International Cooperation Agency (JICA) to promote better cooperation with this organization in the field of agriculture and rural areas in Nghe An. On the Japanese side, there was Mr. Mori Mutsuya, Chief Representative of JICA in Vietnam and members of the delegation. On the Nghe An side, there were comrades: Ho Duc Phoc - Secretary of the Provincial Party Committee; Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Ho Ngoc Sy - Member of the Provincial Party Committee Standing Committee, Director of the Department of Agriculture and Rural Development of Nghe An and representatives of departments and branches in the province.

In his welcoming speech, Mr. Nguyen Xuan Duong - Chairman of the Provincial People's Committee informed the delegation of the province's potential and advantages, the results that the province has achieved in 2013, the situation of attracting investment from Japan, especially ODA projects. Mr. Nguyen Xuan Duong informed the delegation of the good results that the Nghe An delegation has recently promoted investment in Japan. In Nghe An, Japan currently has two projects in operation with a total investment of 17 million USD, projects funded by JICA such as the Project to promote irrigation management with the participation of the people, the project to manage safe vegetable production, and the restoration and upgrading of the northern Nghe An irrigation system to ensure irrigation for over 27,000 hectares. In addition, ODA projects that the province is mobilizing need JICA's support in irrigation, agriculture and rural areas.

Comrade Ho Duc Phoc - Provincial Party Secretary emphasized the areas for JICA to choose to fund in Nghe An such as: growing safe vegetables, developing industrial crops and investing in high-tech agriculture.

Speaking at the meeting, Mr. Mori Mutsuya, Chief Representative of JICA in Vietnam, thanked the leaders of Nghe An province for their warm welcome, and pointed out the development potential of Vietnam's agriculture that JICA is looking forward to promoting, and the cooperation between the two governments of Vietnam and Japan in industrialization development. In recent times, JICA has approached the fields of: afforestation, safe vegetable cultivation, irrigation management, resource management in Vietnam, and support for new rural communes. The projects funded by JICA have brought practical results to the Vietnamese people.

At this meeting, JICA hopes to discuss in detail for high efficiency. JICA hopes to build a financial and technical integration model in Nghe An province to replicate the model nationwide. JICA hopes to receive timely support from local authorities, sectors, districts and people of Nghe An. JICA's plan from 2015 in Nghe An is to fund projects: upgrading the Northern irrigation system, growing safe vegetables, supporting cooperative development, and new rural programs.

On JICA's side, the Provincial People's Committee discussed approaches, requirements from JICA, personnel requirements, difficulties and obstacles.

On behalf of the Provincial People's Committee, Comrade Nguyen Xuan Duong highly agreed with JICA's proposals. Nghe An province will commit to providing sufficient counterpart funds for projects and replicating models in the area.
