Nghe An Provincial People's Committee issued an Official Dispatch on strengthening solutions to ensure order and traffic safety during the Lunar New Year of Giap Thin.
(Baonghean.vn) - On January 5, the Provincial People's Committee issued Official Dispatch No. 05/CD-UBND on strengthening solutions to ensure traffic order and safety during the peak period of the Lunar New Year and the 2024 Spring Festival.
The content of the Telegram clearly states that, implementing Telegram No. 10/CD-TTg dated January 29, 2024 of the Prime Minister on strengthening traffic safety and order during the peak period of the Lunar New Year 2024, the Provincial People's Committee requests Directors of Departments, Heads of provincial-level departments and branches; Chairmen of People's Committees of districts, cities and towns to strictly implement Telegram No. 39/CD-UBND dated December 20, 2023 of the Provincial People's Committee, and strengthen the implementation of the following contents:
1. Provincial Police directs Police units and localities
a) Step up propaganda and guide traffic participants to strictly comply with legal regulations on traffic order and safety.
b) Strictly implement the instructions of the Ministry of Public Security on deploying patrol plans, strictly controlling and strictly handling all violations of traffic order and safety, especially on roads; focus on handling violations that are direct causes of traffic accidents and traffic jams such as violating regulations on alcohol concentration, speeding, carrying more people than prescribed, driving in the wrong lane, going in the wrong direction, stopping, parking illegally, turning around, avoiding, overtaking illegally, not wearing helmets when riding motorbikes, not giving way to priority vehicles, entering the emergency lane...

c) Prevent and thoroughly handle illegal racing, gatherings that disturb public order; violations when crossing level crossings, watercraft carrying more than the safe waterline, unregistered and uninspected vehicles, vehicles that do not ensure technical safety, are not equipped with life-saving and rescue equipment, and vehicle operators without a driver's license, degree, or professional certificate.
d) Direct the Traffic Police Department to assign competent persons to organize 24/7 duty and report on the situation of ensuring traffic order and safety during the 7-day Tet holiday according to regulations.
2. Department of Transport
a, Direct the Transport Management Department to have solutions to tighten control of transport business vehicles through journey monitoring devices, promptly handle vehicles that violate the law, especially speeding violations; immediately rectify the situation of delay in updating and processing information related to violating vehicles from journey monitoring devices.
b) Direct transport business units to have plans to ensure transport capacity, quality and safety for passenger and cargo transport activities, especially passenger transport services by road and waterway; strictly handle in accordance with the law organizations and individuals that allow illegal vehicles, illegal stations, vehicles carrying more passengers than prescribed, and illegal ticket price increases.
c) Direct contractors to ensure safety conditions for traffic infrastructure works; promptly repair damaged and landslide-prone road sections caused by floods; review and supplement traffic signal systems and reflective warning devices at intersections and road sections with steep slopes, narrow curves, and limited visibility.
d) Urgently complete the upgrading, repair and maintenance of key urban traffic routes and return the roadway to serve people's travel (complete 1 week before the Lunar New Year holiday); coordinate with Vinh City People's Committee to have a plan to organize, regulate and separate traffic flows, promptly clear and prevent prolonged congestion when there are incidents and traffic accidents, especially before and immediately after the Lunar New Year holiday on the main routes in and out of Vinh city, routes connecting to the train station, airport, port and festival area.
3. Department of Information and CommunicationsDirect news agencies and newspapers to increase the duration and content of propaganda on traffic order and safety during the Lunar New Year and Spring Festival 2024.
4. Provincial Radio and Television Station, Nghe An Newspaper, socio-political organizations
a) Promote propaganda and dissemination of laws on traffic order and safety, provide guidance on safe traffic participation skills, especially on highways; regularly update to promptly inform about traffic accidents, traffic jams, support information, and guide people on travel during Tet holidays, as well as warn areas at high risk of traffic accidents on roads, crossroads, railways, inland waterways, main traffic routes, key traffic hubs, areas where events and festivals are held.
b) Timely provide information on traffic organization and flow plans, traffic organization plans to serve projects using roadsides and sidewalks; transportation service plans, guide people to choose appropriate means of transport and travel time, contributing to reducing traffic volume during rush hours.
c) Regularly propagate to the People to strictly implement the regulations "If you drink alcohol or beer - do not drive"; "Do not use the phone while driving", "Wear a standard helmet when riding a motorbike, scooter, or electric bicycle"; "Wear a seat belt when sitting in a car", "Comply with speed regulations".
5. Department of HealthDirect medical examination and treatment facilities in the province to increase staff, vehicles, medical equipment, and medicines to ensure the highest capacity in treating traffic accident victims, minimizing human damage in the event of traffic accidents.

6. Chairman of People's Committee of districts, cities and towns
a) Proactively lead and direct resolutely, promptly and effectively to prevent and minimize traffic accidents, ensuring the best safety of people's lives, health and property; have solutions to strictly control and prevent particularly serious traffic accidents from occurring in the area.
b) Direct agencies, units and functional forces to strengthen propaganda and mobilize people to comply with legal regulations on traffic order and safety; have plans to organize safe and smooth traffic, especially on routes and areas with high risk of traffic accidents and traffic jams in the area.
c) The Chairman of the District People's Committee must take full responsibility before the Chairman of the Provincial People's Committee for ensuring traffic order and safety in his/her locality.
7. Departments, branches, localities, unitsAssign competent persons to organize 24/7 duty, report on the situation of ensuring order and traffic safety during the 7-day Tet holiday of Giap Thin (from February 8, 2024 to February 14, 2024; that is, December 29, Quy Mao year to January 5, Giap Thin year) to the Provincial Traffic Safety Committee for synthesis and reporting to the Provincial People's Committee and the National Traffic Safety Committee according to regulations.
