Nghe An Provincial People's Committee issues plan to implement land border gate planning
Nghe An Provincial People's Committee issued Plan No. 547/KH-UBND dated July 10, 2024 to implement the land border gate planning for the 2021-2030 period, with a vision to 2050.
The plan was issued with the general goal: To deploy investment in developing the Vietnam - Laos land border gate system in Nghe An province according to the roadmap approved by the Prime Minister in Decision No. 1201/QD-TTg.
Thereby, creating conditions for exchange and reciprocal activities, enhancing cooperation between the two sides of the border, contributing to promoting socio-economic development associated with strengthening national defense and security in the border area.

*Specific goals by 2030:
- Upgrading a pair of international border gates: Thanh Thuy (Thanh Chuong, Nghe An) - Nam On (BoLy KhamXay, Laos)
- Upgrading a pair of main border gates: Thong Thu (Que Phong, Nghe An) - Nam Tay (Hua Phan, Laos)
- Open 1 pair of secondary gates:
Huoi Khe (Ky Son, Nghe An) – Loong Ho (Xieng Khouang, Laos)
*Vision to 2050:
-Upgrading 2 main border gates:
+ Tam Hop (Tuong Duong, Nghe An) – Thoong My Xay (Bo Ly Kham Xay, Laos)
-Upgrading 2 main border gates:
+ Tam Hop (Tuong Duong, Nghe An) – Thoong My Xay (Bo Ly Kham Xay, Laos)

To achieve these goals, the Provincial People's Committee assigns:
1. Department of Foreign Affairs:
- Preside and coordinate with relevant departments, branches and localities to organize and implement the Plan.
- Advise the Provincial People's Committee to review, propose adjustments and supplements to the planning if necessary to suit development requirements, and submit to competent authorities for approval.

- Advise and request the functional departments of Lao provinces bordering the border to propose to competent authorities to unify the implementation of opening and upgrading border gate pairs in the area.
- Preside over and coordinate with relevant departments, branches and localities to advise on adding contents related to opening and upgrading border gate pairs to the Minutes of Cooperation with Lao provinces bordering the border as a basis for implementation.
2.Provincial Border Guard Command:
- Coordinate with the Department of Foreign Affairs and relevant departments, branches and localities to implement the Plan and develop the border gate system to ensure national defense and security requirements.
- Preside over and coordinate with relevant departments, branches and localities to implement state management at land border gates.

- Preside over and coordinate with relevant departments, branches and localities to complete procedures for opening and upgrading border gates according to regulations in Decree No. 112/2014/ND-CP and Decree No. 34/2023/ND-CP.
3. Department of Finance:
Coordinate with the Department of Foreign Affairs, relevant departments, branches and localities to implement the Plan, ensure budget for activities to implement the Plan.
4. Department of Planning and Investment:
- Preside and coordinate with the Department of Finance to balance the development investment budget and mobilize other resources to invest in construction of works in the border gate area.

- Develop a socio-economic development plan for the province in 2025 and the 2026-2030 period in conjunction with the implementation of Decision No. 1201/QD-TTg.
5People's Committees of land border districts (Anh Son, Con Cuong, Ky Son, Que Phong, Thanh Chuong, Tuong Duong):
- Coordinate and propose solutions to improve efficiency in opening and upgrading border gates in the area.
- Coordinate with relevant departments, branches and localities in surveying, evaluating, mobilizing local resources and planning to open and upgrade border gates in the area according to approved planning.
- Prioritize land allocation for border gate infrastructure construction, opening and upgrading border gates during the process of establishing and adjusting the Land Use Plan for the 2021-2030 period to ensure compliance with the approved Plan; at the same time, include the project in the annual District-level Land Use Plan to have a basis for implementation in accordance with legal regulations.
