Nghe An Provincial People's Committee holds regular meeting in October
(Baonghean.vn)This morning, October 20, the People's Committee of Nghe An province held a regular meeting in October, listening to and giving opinions on 5 contents: the implementation of the Conclusion notice at the regular meeting in September; the implementation of the socio-economic development plan; State budget estimates; administrative reform work in October 2011 and the draft Resolution submitted to the Provincial People's Council on the principles of land valuation and price framework for land types to build the land price list for 2012. Comrade Ho Duc Phoc - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the meeting.
In October 2011, sectors, levels, and urban districts have well performed key tasks such as: building state budget estimates, overcoming the consequences of storms and floods; accelerating the progress of new rural construction; summarizing and replicating economic models associated with hunger eradication and poverty reduction; accelerating the progress of basic construction investment; successfully organizing the investment promotion conference in the North Central region; completing the dossier and procedures to propose the establishment of Hoang Mai Town; requesting the Ministry of Finance and the General Department of Taxation to adjust budget revenue and expenditure targets...
The socio-economic situation in October continued to achieve many remarkable results. The industrial production index in October increased by 21.95%; total retail sales of goods and social consumer service revenue increased by 31.73% over the same period. Regarding construction investment, in the first 10 months, the capital source through the provincial budget reached 2,246 billion VND/plan of 3,202 billion VND, equal to 74.9% of the plan, disbursed 10 months of construction capital through the provincial budget was 2,105 billion VND, equal to 65.74% of the capital plan.
Budget revenue for the first 10 months reached VND5,651 billion, equal to 118.7% of the estimate and increased by 60.4% compared to the same period in 2010. Total budget expenditure reached VND9,115 billion, equal to 86.7% of the estimate. Regarding investment promotion and business development, it is estimated that in the first 10 months of the year, investment certificates were granted to 67 newly registered projects with a capital of VND17,330 billion; in October alone, an investment certificate was granted to 01 project with a registered capital of VND144 billion; investment certificates were granted to 113 enterprises.
Regarding administrative reform, in October, the provincial young intellectual selection council conducted interviews with 53 candidates for the pilot project of 600 excellent young intellectuals with university degrees in poor district communes to select 26 to be appointed as Vice Chairmen of the Commune People's Committee according to Decision 804/QD-BNV dated March 23 of the Ministry of Home Affairs.
After listening to the reports and recommendations and proposals of relevant departments and agencies, the Chairman of the Provincial People's Committee emphasized: in the coming time, there must be synchronous solutions focusing on solving key issues such as overcoming the consequences of prolonged floods, land encroachment, illegal construction in some localities; tax arrears of enterprises, basic construction debts, price stabilization during Tet holiday...
Also this morning, the Provincial People's Committee listened to and commented on the draft Resolution submitted to the Provincial People's Council on the principles of land valuation and land price framework to develop the land price list for 2012 in the province. According to the submission of the Department of Natural Resources and Environment, in general, the price framework for residential and non-agricultural land not used for production and business purposes remains the same as in 2011, with only some units being adjusted due to the inadequacy of the price list in some areas or due to changes in infrastructure and planning.
The price of land for rice cultivation, perennial crops, and aquaculture is adjusted to increase by 10-15% compared to the price in 2011. For non-agricultural land not used for production and business, it is proposed to continue to maintain the price at 50% of the land price with the same conditions as the Provincial People's Committee adjusted in 2011.
