The announcement of the conclusion of the Provincial People's Committee at the August meeting on a number of key tasks such as overcoming the consequences caused by storms No. 2 and No. 3 and proactively responding to unusual weather developments, zoning and epidemic control; accelerating the harvest of summer-autumn rice, caring for and protecting winter-spring rice, urgently planting winter crops, repairing dams, canals and ditches damaged by floods; summarizing economic development models; protecting the 2012 state budget estimate; supporting housing for the poor... has been well received and implemented by departments, branches and localities.
In the first 9 months of 2011, the province's socio-economic situation continued to achieve some remarkable results. The economy continued to grow well, the gross domestic product (GDP) in the first 9 months of the year is estimated at 12,822 billion VND, up 11.22% over the same period last year/the whole year plan is 11-12%. Agricultural, forestry and fishery production remained stable. The industrial production index increased by 32.33%, trade, services and tourism continued to develop. Regarding construction investment, the total mobilized capital in the first 9 months is estimated at 17.5 thousand billion VND, up 17.05% over the same period; deploying and disbursing capital for 163 projects related to flood and storm recovery, program 30a and national defense and security. Regarding budget revenue and expenditure, in the first 9 months of the year, budget revenue reached 5,313.86 billion VND, equal to 111.6% of the estimate assigned by the Provincial People's Council and increased by 51.7% compared to the same period in 2010. There were 15/16 revenue items and revenue areas that completed over 75% of the estimate, of which 5/16 items exceeded the assigned estimate. Total budget expenditure in the first 9 months reached 7,749.45 billion VND, equal to 74.4% of the estimate. The socio-cultural fields had positive changes, Resolution 30a continued to be effectively implemented.
The work of hunger eradication, poverty reduction, job creation and social security issues continues to receive attention. In the first 9 months of the year, the whole province created jobs for 25,300 workers and it is estimated that by the end of 2011, jobs will be created for 34,000 - 35,000 workers, reaching 100% of the plan. In the field of administrative reform, agencies, departments and localities have proactively reviewed administrative procedures, improved the quality of implementing the one-stop mechanism, consulted on reviewing the assignment of staff management and promoted the application of IT in administrative reform. In particular, regulations on the management and use of the province's electronic information portal system have been launched and issued. ….
In addition to the achieved results, there are still limitations that need to be overcome such as high inflation, implementation and disbursement of construction capital have not met the set plan, some key projects are slow to deploy; the progress of new rural construction is slow, planning adjustments have not received due attention. Some concerns of the people have not been resolved such as land auctions, policies for people with meritorious services, hunger, work accidents, fires, illegal mining, environmental pollution, etc.
Based on the discussion opinions, recommendations and proposals of departments, branches and sectors, the key tasks for the fourth quarter of 2011 were identified: Focus on overcoming the consequences of floods (estimated damage of about 750 billion VND), harvest the summer-autumn crop, produce the winter crop, proactively prevent and control epidemics, speed up the implementation of the new rural program; Urgently overcome landslides, damage and degradation of traffic routes caused by floods; Promote industrial development, infrastructure construction and investment attraction; Timely resolve difficulties and obstacles for enterprises, especially in terms of mechanisms and policies, improve the investment and business environment; Speed up the construction of key projects; Strengthen market control, effectively implement the government's solutions on monetary policy; Strictly implement Resolution 11/CP on practicing thrift and combating waste in state budget spending to control inflation; Accelerate the progress of school consolidation, national target programs on education, progress of building national standard communes on health; Strengthen job creation, labor export, vocational training for farmers; Implement poverty reduction projects, strive to sustainably reduce the poverty rate to 22% by the end of the year...
Also at this morning's meeting, representatives of relevant departments and sectors also listened to and contributed opinions on the project "Developing Nghe An enterprises in the period of 2011-2015" to achieve the goal of rapidly developing enterprises in all fields, with priority given to the fields of industry, high technology, aquaculture, production, processing of agricultural, forestry and fishery products... contributing significantly to the economic restructuring of the province, creating jobs, reducing poverty, and contributing to the state budget.
