Nghe An Provincial People's Committee works with JICA - Japan

(Baonghean) -This morning, September 20, Nghe An Provincial People's Committee had a working session with Japan International Cooperation Agency (JICA) (Capital Coordination Agency).ODAbelong togovernmentJapan), with the content of surveying deep-water port and Thanh Thuy border gate economic zone.

Attending the meeting were comrade Nguyen Xuan Thang - Member of the Party Central Committee, President of the Vietnam Academy of Social Sciences, Associate Professor, Dr. Tran Dinh Thien - Director of the Vietnam Economic Institute. On the side of JICA, there was Mr. Motonori Tsuno, Chief Representative of JICA in Vietnam and members. On the side of Nghe An province, there were comrades: Ho Duc Phoc - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Thai Van Hang - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee; Huynh Thanh Dien - Vice Chairman of the Provincial People's Committee and related departments, branches and sectors.



Comrade Ho Duc Phoc introduced the development potential of Nghe An province.



Mr. Motonori Tsuno pledged to consider and advise the Japanese Government to support projects in Nghe An province.

At the meeting, comrade Ho Duc Phoc gave an overview of the potential, orientation and development needs of Nghe An province; planning of economic zones, seaports and border gates in the area, such as: Southeast Economic Zone, Thanh Thuy Border Gate Economic Zone, Cua Lo Deep Water Port, Dong Hoi Deep Water Port... Comrade Ho Duc Phoc emphasized the advantages of human resources, quality of education and training of the province as a good foundation for development. Comrade Ho Duc Phoc expressed his hope that in the coming time, JICA will continue to advise the Japanese Government to support investment projects using ODA capital in Nghe An province, especially in the fields of economy and education. Specifically, supporting capital to build breakwaters at Cua Lo Deep Water Port, Dong Hoi Deep Water Port, infrastructure systems in the Southeast Economic Zone, including roads, power supply systems, wastewater drainage...

Regarding education, Nghe An province hopes that JICA will consider helping with vocational training and education, and select one of the existing colleges and universities in the area for investment.

Nghe An has a project to build Thanh Thuy border gate economic zone and submitted it to the Prime Minister for approval, accordingly, Thanh Thuy national border gate will be upgraded to Thanh Thuy international border gate. The establishment of Thanh Thuy border gate economic zone with an area of ​​21 thousand hectares will create conditions for international trade to be expanded, socio-economic development in general associated with tourism development of the three countries Vietnam, Laos and Thailand. Therefore, Nghe An is currently in dire need of capital to invest in infrastructure of Thanh Thuy border gate economic zone and upgrade this border gate.

Speaking at the meeting, Mr. Motonori Tsuno, Chief Representative of JICA in Vietnam, said: Based on the cooperation commitments, the two governments have assigned JICA and the Vietnam Academy of Social Sciences to conduct research surveys to develop projects to support local economic development from ODA capital, especially investment in infrastructure construction and human resource training. Mr. Motonori Tsuno affirmed: In recent times, the increasing number of investment projects in the Central region has demonstrated the investment of the Japanese Government in contributing to the completion of the infrastructure system here. In October 2011, after the governments of Vietnam and Japan agreed on investment views, many projects will be approved. JICA will review and arrange investments in order and prioritize focusing on education and infrastructure development. Mr. Motonori Tsuno expressed: Through research on projects, in the coming time, JICA will continue to exchange and support provinces and cities, thereby promoting increasingly strong cooperation between Japan and Vietnam.

Also in the working session this morning, Comrade Thai Van Hang - Member of the Provincial Party Standing Committee, Vice Chairman of Nghe An Provincial People's Committee, and the JICA delegation visited and surveyed Thanh Thuy Border Gate. Comrade Huynh Thanh Dien, Vice Chairman of the Provincial People's Committee, and the JICA delegation offered incense at the Quang Trung King Temple and surveyed the position of Vinh City from a development perspective. And the JICA delegation ended their working program in Nghe An after surveying the planning of Cua Lo Deep-water Port in the afternoon of the same day.
