The Provincial People's Committee said that Nghe An's attraction policy has been in place since 1999 and has so far attracted 702 people, of which 647 have been put on the payroll. In 2018 alone, the Department of Home Affairs coordinated with agencies and units to recruit 28 people into the payroll; 11 people were transferred and resigned.

Currently, according to the Provincial People's Committee, there are 44 people outside the payroll and receiving salaries attracted by the province, specifically: 39 people from the Department of Agriculture and Rural Development, 3 people from the Department of Natural Resources and Environment, 1 person from the Department of Tourism and 1 person from Con Cuong district.

To solve the above problem, from 2019 and the following years, the Provincial People's Committee will direct the Department of Home Affairs to coordinate with the Department of Agriculture and Rural Development, the Department of Natural Resources and Environment, the Department of Tourism, and the People's Committee of Con Cuong district. When the unit has a payroll, it will issue a document requesting the public service units to recruit cadres into the payroll (if that cadre does not violate discipline and completes the tasks of the previous year).
