Nghe An Provincial People's Committee and Vietnam Posts and Telecommunications Group signed a strategic cooperation agreement for the period 2020-2025.

PROMOTING IT APPLICATION IN MANY FIELDS

On September 13, 2014, Nghe An Provincial People's Committee and Vietnam Posts and Telecommunications Group (VNPT Group) signed a memorandum of understanding on strategic cooperation in Telecommunications - Information Technology, period 2014 - 2020.

According to the memorandum, the two sides agreed to cooperate in 5 areas: Cooperation in the field of building telecommunications and IT infrastructure; Cooperation in the field of IT application; Cooperation in perfecting solutions to ensure information safety and security; Cooperation in the field of developing human resources for telecommunications and IT; Cooperation in the field of IT industry.

Currently, VNPT Group has built sufficient infrastructure and is always ready to provide services to deploy e-Government of the province. VNPT has cooperated with the Provincial People's Committee and departments and branches on the application of IT in the fields of education, health, and administrative reform. At the same time, VNPT has deployed the document management and operation software system VNPT iOffice in many agencies, units, and localities in the province.

VNPT Nghe An has coordinated to develop a shared, integrated platform (LGSP); piloted the VSR smart reporting system under the guidance of the Government Office at 43 agencies and units in the province. VNPT has also built and ensured the provision of telecommunications - IT infrastructure to meet the requirements of Nghe An's economic zones, industrial zones, and concentrated IT industrial zones.

In the fields of tax declaration, social insurance, and electronic invoices, VNPT Nghe An has also coordinated with management agencies across the province to initiate and provide services to corporate customers to meet the exploitation needs in the period when society is entering the 4th industrial revolution.

VNPT Group has organized many training courses on Information Security and Safety for managers of provinces, including Nghe An province. From 2014 to 2020, VNPT in Nghe An received 300 students for internship and recruited 100 new employees trained in Information Technology - Telecommunications from universities in the area.

Speaking at the ceremony, Mr. Pham Duc Long - Chairman of the Board of Directors, General Director of VNPT Group affirmed that the results in the cooperation process in the period of 2014 - 2020 have opened a solid premise for the cooperation of the two sides in the next period.

The Chairman of the Board of Directors and General Director of VNPT Group wishes to accompany Nghe An province not only in building digital government, but also in building digital economy and digital society, selecting key economic sectors of the province to develop and enhance competitiveness; accompanying businesses in the province in digital transformation, towards a digital economy.

At the ceremony, Nghe An Provincial People's Committee and VNPT Group agreed to sign a Strategic Cooperation Agreement on Telecommunications and Information Technology for the period 2020 - 2025.

The goal of cooperation is to maximize the strengths of both sides, mobilize combined resources to support each other in performing well the functions and tasks to improve the operational efficiency of each side, while contributing to bringing common benefits to the government, people and businesses.

VNPT Group advises Nghe An government to develop according to the strategy of digital government, digital economy and digital society; VNPT Group prioritizes deploying IT products for Nghe An government according to the e-government model towards digital government, digital economy and digital society, contributing to making Nghe An province a leading unit in IT application.

The Provincial People's Committee and VNPT Group agreed to cooperate on 6 contents: Cooperation in providing IT solutions and applications to serve administrative reform, building e-government towards digital government; Cooperation in the field of building IT-VT infrastructure and developing smart cities; Cooperation in perfecting solutions to ensure information safety and security; Cooperation in the field of propaganda to raise awareness of IT and developing IT-VT human resources; Cooperation in the field of IT industry and Cooperation in building smart agriculture.

CONTINUED COOPERATION FOR COMMON DEVELOPMENT

Speaking at the ceremony, Comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee said that Nghe An is a large province with a large population, people's lives are still difficult, technical infrastructure in general and telecommunications - IT infrastructure in particular still have many limitations. However, with the consensus of all levels, sectors, businesses and people, the socio-economic development results of the province in the past 5 years have been quite positive, including the contribution of the Telecommunications - IT sector.

Analyzing the results of cooperation between the two sides in the period of 2014 - 2020, the Chairman of the Provincial People's Committee assessed that the 5 cooperation contents have achieved many positive results, although at different levels. These cooperation results have greatly contributed to the overall development of the province, especially improving the investment and business environment, enhancing the competitiveness of the province.

Pointing out the goals and tasks of socio-economic development of the province in the next 5 years, comrade Nguyen Duc Trung said that despite many challenges, the province will steadfastly implement them, striving to make Nghe An a fairly well-off province in the Northern region by 2025 and a fairly well-off province in the whole country by 2030.

To achieve this goal, the province has identified 3 breakthroughs. And 1 of the 3 breakthroughs of the province in the 2020 - 2025 term is to improve the open, transparent and effective business investment environment to attract investment. To do so, it is necessary to apply IT, accelerate digital transformation, develop the digital economy, and build e-government. To achieve this goal, the agreement on strategic cooperation in Telecommunications - IT between the Provincial People's Committee and VNPT Group is extremely necessary.

In order for the Strategic Cooperation Agreement to be effective, the head of the Provincial People's Committee suggested that in the coming time, VNPT Group should pay attention to directing, mobilizing resources, and coordinating with the Provincial People's Committee to implement the cooperation contents. VNPT Group's support for the province to deploy the Smart Monitoring and Operation Center is extremely meaningful, thereby improving the leadership capacity of the Provincial People's Committee and improving the implementation capacity of departments, branches, and localities.

Believing that the province's investment attraction work in the coming time will have positive results, the Chairman of the Provincial People's Committee requested VNPT Group to pay attention to supporting and investing more strongly, improving the efficiency and quality of the telecommunications - IT network infrastructure system and other applications to create an attractive investment environment. At the same time, he requested VNPT Group to coordinate with the Provincial People's Committee so that the Smart Monitoring and Operation Center can be promoted and exploited effectively.
