The Provincial People's Committee discussed the draft socio-economic report in preparation for the 19th Provincial Party Congress.
(Baonghean.vn) - Regarding the drafting of the political report in preparation for the 19th Provincial Party Congress, the Secretary of the Provincial Party Committee and Chairman of the People's Committee of Nghe An province requested that quality must be ensured and the situation of the province in the 2015-2020 term must be reflected. Based on that analysis and assessment, a feasible strategy for the new term with high political determination must be proposed.
On the morning of February 7, at the regular January meeting, the Provincial People's Committee listened to the draft Political Report of the 19th Provincial Party Congress, term 2020 - 2025 (Socio-Economic section).

Evaluate and analyze clearly the results of the 2015 - 2020 term
The conference listened to the leaders of the Department of Planning and Investment - the standing agency - present the draft report assessing the implementation of the Resolution of the 18th Provincial Party Congress, term 2015 - 2020; directions and tasks for the term 2021 - 2025.
According to the draft, implementing the Resolution of the 18th Provincial Party Congress, although there are still many difficulties and challenges, with the attention and support of the Central Government; the efforts of the entire Party Committee, government, Fatherland Front, socio-political organizations, people of all walks of life, armed forces and the business community of the province, Nghe An's economy continues to grow, the economic structure shifts in the right direction; the investment and business environment, the economic and social infrastructure system are increasingly improved.

The cultural and social fields have made progress, the material and spiritual life of the people has gradually improved. National defense and security have been maintained, social order and safety have been ensured and there have been many positive changes.
However, up to now, Nghe An is still a province with many difficulties, unsustainable economic growth, slow economic restructuring; labor productivity, quality, efficiency, competitiveness, and accumulation from within the economy are still low compared to its potential and existing advantages.
It is forecasted that there will be 3 targets that are difficult to achieve as set out in the Resolution (economic growth, budget revenue and GRDP per capita). Administrative reform and the leadership and coordination capacity of some levels and sectors are not really drastic and effective; the capacity, responsibility, and sense of organization and discipline in performing public duties of a number of cadres, civil servants and public employees have not met the requirements;...
At the meeting, delegates, in addition to evaluating the results of implementing the targets of the 2015-2020 term, contributed ideas on the directions, goals, tasks and solutions for the 2021-2025 period.
According to Director of the Department of Industry and Trade Hoang Van Tam, one of the reasons for the growth and budget revenue not meeting the target is that many key projects and expected projects have not been implemented. Regarding the direction for the coming period, he suggested speeding up the implementation of key projects and having solutions to develop the digital economy.

Director of the Department of Science and Technology Tran Quoc Thanh suggested that in the coming period, there should be a strategy for developing enterprises in Nghe An. Regarding the field of budget collection, the setting of targets, according to comrade Nguyen Xuan Hai - Director of the Department of Finance, needs to be specifically analyzed, clearly showing the source of revenue with the spirit of "measurability and countability".

From there, he suggested that the assessment of the 2015 - 2020 term must closely follow the Resolution of the 18th Provincial Party Congress, the outline has been unified, but the data must be complete, analyzed deeply and closely, to position Nghe An compared to the whole country and the North Central region.
Regarding methods and approaches, the Provincial Party Secretary and Chairman of the Provincial People's Committee requested that leaders of sectors, including members of the Provincial People's Committee and non-members of the Provincial People's Committee, organize sector conferences to contribute ideas to the draft to evaluate the results of the sector's task implementation in the 2015-2020 term; discuss sector-related indicators, solutions, tasks, key breakthroughs, proposals, assessments, situations, and forecasts in the new term.
“The important thing is that you have to change the way you do things. You have to sit down together in the industry to reach an agreement. It is not acceptable to just assign it to a department, a division, or a few specialists, then sign a document and send it to the Department of Planning and Investment.”
In addition, the draft document needs to be concise, but the appendix system must be detailed, complete, and accurate, serving as a database for assessment, forecasting, and setting targets, tasks, and breakthrough solutions for the next term.
The general goals of the next term in the document need to be based on Resolution 26 of the Politburo, but the words must be concise, demonstrating the determination, key strategies, and highest concentration of the province.
Regarding the target system for the next term, the Provincial Party Secretary and Chairman of the Provincial People's Committee agreed to propose 3 options on growth rate to report to the Provincial Party Standing Committee and the Congress Document Subcommittee.
In addition, it is necessary to pay more attention to the following indicators: total factor productivity (TFP), budget revenue, Provincial Competitiveness Index (PCI); forest coverage rate; health indicators linked to environmental indicators...
Regarding the focus and key breakthroughs, comrade Thai Thanh Quy suggested that it is necessary to pay attention to solutions and mechanisms for developing small, medium and large enterprises; creating an open environment and corridors... because this is the pioneering force creating added value and great material wealth for society...
