The Provincial People's Committee continues its regular April meeting.
(Baonghean.vn) -This afternoon, April 22nd, under the chairmanship of Comrade Nguyen Xuan Duong - Member of the Standing Committee of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, the Provincial People's Committee continued its regular April meeting to hear and give opinions on a number of important programs and projects.
At the beginning of the meeting, the Provincial People's Committee listened to, commented on, and approved the draft Resolution (to be submitted to the Provincial People's Council) promulgating a policy to support funding and encourage communes, wards, and towns to achieve the National Criteria for Health in the period 2013-2020. Accordingly, the level of financial support to encourage communes to achieve the national health criteria is 20 million VND/commune. Comrade Nguyen Xuan Duong concluded: The promulgation of the policy to support funding is extremely necessary to encourage and motivate communes to build communes that meet the National Health Standards in order to achieve the goal of having 60% of communes meeting the national health standards by 2015 and 80% by 2020. However, in comparison with the current actual situation, it is suggested that the support level be increased from 20 million to 40 million VND to ensure the policy's effectiveness.

The head of the Department of Health reported on the Project to Improve the Quality of Medical Examination and Treatment.
Following the meeting, the Provincial People's Committee listened to and commented on the Project to improve the quality of medical examination and treatment in Nghe An province for the period 2013-2015. According to the report of the Department of Health, the medical examination and treatment system in Nghe An province as of 2012 had 480 health stations, 41 hospitals, 1 medical center with inpatient beds, and 4 specialized centers with inpatient beds in operation. The ratio of hospital beds per 10,000 people (excluding beds at health stations) reached 20.6 beds/10,000 people (6,071 beds), in addition to 546 beds of hospitals outside the sector located in the province. The total number of medical staff and civil servants is currently 8,887 people, averaging 29.6 medical staff/10,000 people, with a doctor ratio of 6.7 doctors/10,000 people (the national average is 7.2 doctors/10,000 people).
Overall, the healthcare system in the province has received investment from various sources over the years, making a significant contribution to the protection and care of people's health. However, technical services, both in quantity and quality, have not met the requirements, and the problem of hospital overcrowding has been slow to be resolved, especially in some fields such as obstetrics, oncology, cardiology, and endocrinology. The medical staff is still insufficient in number and weak in quality, especially at the commune level. Medical ethics among some medical staff are not good, and negative behaviors still occur, causing complaints from the public.
Based on the above reality, the project's objective is to improve the quality of medical services to meet the basic needs of the people in accordance with requirements, and to soon transform Nghe An into a high-tech medical center of the North Central region. This includes gradually reducing hospital overcrowding in both outpatient and inpatient treatment areas; striving to eliminate the need for patients to share beds in hospitals; reducing waiting times and patient flow in departments with high daily patient volumes; ensuring that each doctor examines no more than 50 patients per working day by 2015 and 35 patients per working day by 2020; and achieving a bed occupancy rate of 100-110% by 2015 and 80-90% by 2020…
Regarding this matter, Comrade Nguyen Xuan Duong stated that the project was too broad in scope and requested the Department of Health to incorporate the feedback received and refine it to make it more feasible, avoiding duplication with other projects already issued by the sector. He emphasized focusing on human factors, service attitudes, medical ethics of healthcare workers, the quality of initial medical examination and treatment under health insurance, especially in private hospitals; administrative reforms in various stages; and identifying the project's biggest goal as finding solutions to improve the quality of medical examination and treatment for the people as hospital fees increase.
Also this afternoon, the Provincial People's Committee approved the Draft Regulations on the assignment and decentralization of construction planning management. Comrade Nguyen Xuan Duong requested the Department of Construction to finalize, supplement, and obtain the opinion of the Department of Justice before submitting it to the Chairman of the Provincial People's Committee for signing and promulgation.
