Provincial People's Committee continues regular meeting in April
(Baonghean.vn) -This afternoon, April 22, under the chairmanship of comrade Nguyen Xuan Duong - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, the Provincial People's Committee continued its regular April meeting to listen to and give opinions on a number of important programs and projects.
At the beginning of the meeting, the Provincial People's Committee listened to, commented on, and approved the draft Resolution (submitted to the Provincial People's Council) to issue a policy to support funding and encourage communes, wards, and towns to meet the National Health Standards for the period 2013-2020. Accordingly, the level of financial support to encourage communes to meet the National Health Standards is 20 million VND/commune. Comrade Nguyen Xuan Duong concluded: Issuing a policy to support funding is extremely necessary to encourage and motivate communes to build communes that meet the National Health Standards in order to complete the goal of having 60% of communes meeting the National Health Standards by 2015 and 80% of communes meeting the National Health Standards by 2020. However, considering the current situation, it is necessary to ask for opinions to increase the support level from 20 million to 40 million VND so that the issued policy can be effective.
Health Department leaders report on the Project to Improve the Quality of Medical Examination and Treatment
Following the meeting, the Provincial People's Committee listened to and gave opinions on the Project to improve the quality of medical examination and treatment in Nghe An province in the period of 2013-2015. According to the report of the Department of Health, the medical examination and treatment system of Nghe An province by 2012 had 480 medical stations, 41 hospitals, 1 medical center with beds and 4 specialized centers with beds in operation. The ratio of hospital beds per 10,000 people (excluding hospital beds at medical stations) reached 20.6 beds/10,000 people (6,071 beds), in addition, there were 546 beds of non-industry hospitals located in the area. The total number of civil servants and public employees in the health sector is currently 8,887 people, an average of 29.6 medical staff/10,000 people, the ratio of doctors reached 6.7 doctors/10,000 people (the whole country is 7.2 doctors/10,000 people).
In general, the medical examination and treatment system in the province has been invested in by many different sources of capital over the years, making an important contribution to the cause of protecting and taking care of people's health. However, technical services in both quantity and quality have not met the requirements, the situation of hospital overload has been slow to be resolved, especially in some areas of obstetrics, oncology, cardiology, endocrinology, etc. The medical staff is still lacking in quantity and weak in quality, especially at the commune level. The medical ethics of some cadres and employees in the health sector are not good, and there are still negative manifestations that make people complain, complain, etc.
Based on the above reality, the project's goal is to improve the quality of medical services to basically meet the people's medical examination and treatment needs in accordance with the requirements, and soon turn Nghe An into a high-tech medical center of the North Central region. In which, gradually reduce the hospital overload in the two areas of medical examination and inpatient treatment; strive to not let patients have to share a bed in the hospital, reduce the time and flow of people waiting for medical examination in some departments of hospitals with a high number of patients/day; ensure that each doctor examines no more than 50 patients/working day in 2015 and 35 patients/working day in 2020, hospital bed capacity of 100-110% in 2015 and 80-90% in 2020...
Regarding this content, comrade Nguyen Xuan Duong said that the project still has many contents, and suggested that the Department of Health receive comments and consider and complete them to make them more feasible, avoiding duplication with other projects issued by the industry, focusing on human factors, service attitude, medical ethics of medical staff, quality of initial medical examination and treatment under health insurance, especially in non-public hospitals; administrative reform at all stages, determining that the biggest goal of the project is to find all solutions to improve the quality of medical examination and treatment for people when hospital fees increase.
Also this afternoon, the Provincial People's Committee approved the Draft Regulation on assignment and decentralization of construction planning management. Comrade Nguyen Xuan Duong requested the Department of Construction to complete, supplement and approve the opinions of the Department of Justice before submitting to the Chairman of the Provincial People's Committee for signing and promulgation.
