On June 19, 2014, Nghe An Provincial People's Committee issued Document No. 797/UBND.KT assigning the Director of the Department of Natural Resources and Environment to preside over and establish an interdisciplinary working group to inspect and verify the content of Ms. Nguyen Thi Hoa's petition, and advise the Provincial People's Committee to resolve the citizen's petition in accordance with the law. On July 29, 2014, the Department of Natural Resources and Environment issued Document No. 3053/STNMT-TTr reporting the results of the implementation of the tasks assigned by the Provincial People's Committee. After consideration, on August 21, 2014, the Provincial People's Committee issued Document No. 6039/UBND-KT to Ms. Nguyen Thi Hoa as follows:

1. The claim of Ms. Nguyen Thi Hoa for the return of the 110m2 land area of ​​apartment No. 143A, Cao Thang Street, Ward 3, Vinh Town (now Hong Son Ward, Vinh City) is not valid for consideration and settlement according to the provisions of Clause 5, Article 26, Land Law 2013; Article 1, Resolution No. 23/2003/QH11 dated November 26, 2003 of the National Assembly, because: The land area that Ms. Nguyen Thi Hoa demands the State to return has been assigned to others for use according to the State's regulations from 1963 to present, specifically:

- In 1963, Nghe An Provincial People's Committee assigned Tien Phong Cooperative to use (granted Land Use Rights Certificate in 2001).

- Currently, Nghe An Provincial People's Committee has assigned Him Lam Tien Phong Joint Stock Company as the investor to implement the Townhouse Project.

2. Vinh City People's Committee responded to Ms. Nguyen Thi Hoa in Official Dispatch No. 1416/UBND-TNMT dated May 12, 2010, stating that it did not acknowledge that Ms. Hoa's claim for the old land was in accordance with the provisions of the law.
