Provincial People's Committee considers amending a number of policies in the health sector

(Baonghean.vn) - On the morning of May 16, in Vinh City, the Provincial People's Committee listened to and gave opinions on amending and supplementing a number of programs, policies and plans in the health sector. Comrade Dinh Thi Le Thanh - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee chaired the meeting. Also attending were the Department of Health and a number of related departments and branches.

The representative of the Department of Health briefly reported the content of the draft Action Plan to implement Resolution No. 10/2014 of the Provincial Party Committee on promoting Nghe An's healthcare career until 2020; amending and supplementing Decision No. 17/2012 of the Provincial People's Committee on developing public healthcare human resources and Decision No. 92/2009 of the Provincial People's Committee on strengthening healthcare work at district and commune levels in the area.

Based on Decisions No. 92 and 17, the province has achieved certain results. However, in reality, there have been some shortcomings that need to be reviewed and revised. Specifically, Decision No. 17 in the period of 2008-2010 recruited 210 university and postgraduate doctors and pharmacists, of whom 82 were eligible for the regime according to regulations; from 2011-2013, 202 university and postgraduate doctors and pharmacists were recruited, of whom 62 were eligible for the regime; 55 were eligible for the regime for special hospitals. After 2 years of implementing Decision No. 17, it has not yet attracted high-quality human resources such as PhDs, specialist doctors II, specialist pharmacists II, masters, specialist doctors 1... Not only that, according to calculations, by 2015 the industry still lacks 219 doctors, 33 pharmacists; By 2020, there will be a shortage of 837 doctors and 1,187 pharmacists.

According to Decision 92, provincial hospitals have sent 22 doctors to 8 district hospitals, transferred some other examination and treatment tasks to lower levels, sent 117 doctors to 22 commune and district health stations, increased 368 doctors to 131 health stations; the number of doctors working at commune health stations reached 87.5%...

After listening to the Department of Health present the draft amendments to the content of Decision No. 92; 17 and the draft Action Plan to implement Resolution No. 10/NQ of the Provincial Party Committee Standing Committee, representatives of a number of sectors expressed additional opinions. The opinions suggested that the Plan to implement Resolution 10 should be written more concisely, with a tighter and clearer structure, focusing on improving the training quality of Vinh Medical University in the direction of including the field of Pharmacy, paying attention to planning and investing in medical waste treatment, encouraging the participation of non-public health; expanding the subjects in the direction of including cases of rotation and secondment of doctors from higher levels to lower levels, increasing the level of incentives when attracting high-quality human resources, young doctors graduating with excellent grades to public hospitals, specialized hospitals and district hospitals, retired doctors working at commune health stations, etc.

In conclusion, Comrade Dinh Thi Le Thanh accepted the comments and statements of representatives of departments and branches; at the same time, assigned the Department of Health to review and revise some parts and objectives in the Action Plan to implement Resolution No. 10/NQ of the Provincial Party Committee Standing Committee; when expanding some subjects to attract human resources, it is necessary to calculate the task requirements and the guaranteed funding level; some specialized fields and lines need to have a suitable and feasible implementation roadmap with the general requirements of the industry as well as the needs of people's health care; amending policies related to increasing spending levels must be approved by the Provincial People's Council.
