(Baonghean) - Nghe An Newspaper No. 9931 published on August 4, 2014, in the Hotline Information section, reported: "Currently, on the dike route passing through Dang Son commune, there are hundreds of households living next to the foot of the dike and on the dike roof. During their lives, for convenience, people have turned the dike surface into a road, poured concrete and encroached, built houses; the dike roof has been requisitioned by people to build auxiliary works, manure pits, plant trees..."

Regarding the issue raised by the newspaper, the People's Committee of Dang Son commune issued Official Dispatch No. 13/UBND dated August 13, 2014, responding as follows:

The dike of Dang Son commune was built in 1977. When building this dike, the gardens of some households were divided inside and outside the dike because the land of these households had existed for a long time, the origin of the land was before 1977. Currently, on both sides of the dike from hamlet 3 to hamlet 7, Dang Son commune has 138 households living.

The construction of houses and auxiliary works of households are all within the area assigned by the State. During the clearance of traffic safety corridors, the People's Committee of Dang Son commune directed the cutting down of shade trees and fruit trees planted in the wrong places.

However, because the dike surface is 1.5 - 2m higher than the residential land of households, in some places like hamlet 7 it is 2.5m high, so households with conditions can build their house foundations as high as the dike surface. Some other households build roads on the dike surface. During the production season, some households use the dike roof as a temporary place to collect manure, some as a sales booth... as reported by the newspaper.

The People's Committee of Dang Son commune will inspect and determine specific violations of each household, and direct the serious handling of violations according to current regulations. For matters beyond its authority, the People's Committee of the commune will recommend that relevant levels and branches take measures to resolve them.
