(Baonghean) -On February 25, 2014, the People's Committee of Hien Son Commune - Do Luong received a request from the Editorial Board of Nghe An Newspaper to forward the petition of citizen Tran Dang Luc to the People's Committee of Hien Son Commune to respond to the citizen according to the provisions of the Law on Complaints and Denunciations and the Law on Press. Based on the content of the citizen's reflection, the People's Committee of Hien Son Commune responded with the settlement results as follows:
Mr. Tran Dang Luc - born in 1957, in Hoa Long hamlet - Hien Son - Do Luong - Nghe An, is a 4/4 class disabled veteran. On April 23, 2013, he submitted a request to the Commune Policy Committee requesting the Commune People's Committee to support part of the cost for him to build a new house. After receiving the request, the Policy Committee advised the Council of Meritorious People to meet on May 8, 2013 to consider supporting Mr. Tran Dang Luc with an amount of 4,000,000 VND (four million VND) from the gratitude fund budget. By June 2013, Mr. Tran Dang Luc had completed his new house with an area of 54m2.2.
Implementing Official Dispatch No. 1208 of the Department of Construction dated July 26, 2013 on selecting housing support subjects according to Decree 22/ND-CP of the Government and the district's directives and the State's regulations. The Commune People's Committee organized a team to visit the households of meritorious people to conduct field surveys to have a basis for requesting State support. On August 14, 2013, the commune's survey team visited Mr. Tran Dang Luc's house, including members of the steering committee and the head of Hoa Long hamlet. Through the survey, it was found that Mr. Luc had built a new house: a level 4 tiled house with an area of 54m2.2Spacious and beautiful, the house started construction in May 2013 and was completed and put into use on June 12, 2013.
Based on State regulations: In Circular No. 09/2013 of the Ministry of Construction guiding: determining and selecting subjects receiving housing support "Housing is severely damaged and must be demolished to rebuild a new house..." compared with State regulations, Mr. Tran Dang Luc is not eligible to be selected for housing support for meritorious people according to Decree 22/CP (Because he started building a house before the decree took effect). Therefore, the People's Committee of the commune did not include him in the list of proposed State support, which is in accordance with regulations, ensuring fairness, objectivity, and no prejudice or repression as stated in Mr. Luc's application. After the Commune People's Committee did not request support for Mr. Tran Dang Luc, he went to the Commune People's Committee to request not to receive the amount of 4,000,000 VND from the Commune People's Committee but to request the State to support 40,000,000 VND (forty million VND). Therefore, he sent a petition to the District People's Committee and was responded by the Do Luong District People's Committee in Official Dispatch No. 48 dated February 22, 2014.
